ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket Nos. 50-348 and 50-364 Farley Units 1 and 2 License Nos. NPF-2 and NPF-8 During the Nuclear Regulatory Commission (NRC) inspectien conducted on May 14 -

June 10, 1986, violations of NRC requirements were identified.

The violations involved adherence to fire protection procedures.

In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1985), the violations are listed below:

A.

Technical Specification 6.8.1 requires that procedures shall be established, implemented, and maintained.

Administrative Procedure 35, General Plant Housekeeping and Cleanliness Control, requires in Section 5.1 that flammable liquids will not be stored in or adjacent to the auxiliary building, diesel generator building and service water structure.

Contrary to the above, on May 16, 1986, combustible liquids were found stored and unattended in the hot machine shop located in the auxiliary building.

This is a Severity Level V violation (Supplement I) applicable to Units 1 and 2.

B.

Technical Specification 3.7.12 requires that all fire barrier penetrations, including fire dampers in fire zone boundaries protecting safety related area shall be functional at all times.

Contrary to the above, at 8:55 a.m. on May 21,1986, Unit 2 fire damper penetration 05-139-06, located between the electrical penetration room ard the piping penetration room was not functional due to a sound powered telephone cord blocking the closure of the damper.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (for each violation):
