EMERGENCY TECHNICAL SPECIFICATION CHANGE L66o CRANE TRAVEL . SPENT FUEL P0OL gbb4 By letter dated February 18, 1988 (G02-88-039) you requested an amendment to Technical Speciffcation 3.9.7 which limits the movement of heavy objects over fuel assemblies in the spent fuel pool. We understand that this amendment is necessary to repair damage to the roof and this restore the integrity of the reactor building. This request was made on an emergency basis since you are effectively prohibited from operating with the roof of the reactor building in its current condition and since the event wnich resulted in the roof damage could not have been anticipated.

Based on our initial review of your request we have determined that, with the installation of the protective cover other the spent fuel pool in conjunction with the other compensatory measures described in your letter and in the supplemental material submitted on February 19, 1988, there is reasonable assurance that objects will not drop into the fuel pool which could produce fuel damage in excess of that considered and found acceptable in the preparation of our original safety evaluation. Therefore the actions which you propose to take to effect the repairs will result in no undue risk to the health and safety of the public.

By this lett]r we are granting the relief which you requested from the Technical Specification to allow you to perform the activities which you identified in your February 18 letter. This relief is granted for a period of two normal working days to allow us to complete our safety evaluation and, if appropriate, to issue a formal license amendment.
