Dear Ms. Pickering:

As followup to our meeting on November 4, 1985, we conducted what we feel was an appropriate amount of research to answer the questions you raised at that meeting. We provided you most of this information in a telephone call between you and Mr. R. Conte of my staff on November 15, 1985. Some additional information regarding your questions is provided in the enclosure.

Subsequent to our meeting and the telephone conversation described above, we received a letter from Ms. Joanne Doroshow, Attorney for TMIA, regarding these matters. We plan to respond by separate correspondence to the additional concerns and questions identified in that letter.

f ENCLOSURE 1.. What has happened in the plant within the last.few hours (2:00 p.m.~,

November 4, 1985) since sirens have been going off for hours in Etters l near Goldsboro, Pennsylvania?

Answer: Our review indicated.that there were'no plant transients or other events occurring at that time. We contacted the licensee's emer-gency planning manager who, subsequently, contacted the York County ,

Emergency Management Agency and the contractor who maintains the local siren system installed by GPUN. Both organizations responded that there

-were no reports of sirens or problems in that area. We conclude that, if the siren was real, it was due to a source other than the emergency planning sirens. In the future, local authorities, whose telephone numbers appear in the blue pages of the telephone books, should be  ;

contacted for unusual local area siren conditions.

2. Was there a fire on Friday (November 1, 1985) at noon between Door 10 and
11?

Answer: We contacted the licensee's fire protection coordinator and he reported no " burn building" activities around that time, nor was there a fire at Door 10/11 around that time. The control room logs do not l

indicate that a fire occurred at that time. Our independent inspection of the area indicated no evidence of a fire at that location.

On each Friday at noon, routine testing of the TMI-1 and TMI-2 siren systems is conducted. 'It is quite possible that your sources heard that test. In the future, inquiries regarding any unusual noises or sirens emanating from the plant initially should be referred to GPUN. Significant events will of course be brought to the public's attention by the NRC.

3. -Was the Reuter Stokes System ever inoperable since criticality, since Dauphin County Emergency Management Agency (EMA) was missing data?

Answer: We contacted the licensee's Environmental Control Director who reported that the Reuter Stokes system was operable although some sta-tions were down periodically for maintenance. Apparently, the county's computer terminal was not in service for some period of time. The licensee's representatives reported they were aware of that and the missing data were provided to the county. You should control the Dauphin County EMA to obtain any data that you were missing.

=4. Why can't we get copies of the hold point memoranda that were issued?

Answer: .We initiated action to have those memoranda and future memoranda placed in the local public document rooms. On November 19, 1985, we provided Mr. Eric Epstein of your organization with copies of thoso-memoranda issued as of that date.  !

5. What are the minimum detectable limits for plant effluent monitors RM-A5 (condenser offgas monitor) and G26/27 (main steam line accident monitor)?

Also provide technical specifications on the monitors.

6. Can we be provided with copies of Daily Staff Notes for the Executive Director for Operations?

' Answer: The TMI-1 Restart Staff prepares draft inputs to NRC Region I management for incorporation in their composite ED0 Daily Staff Notes.

The TMI-1 Restart Staff originally prepared these draft inputs on a daily basis; now they are prepared only when deemed appropriate to discuss changes in plant operating status or to highlight recent or anticipated operational problems. These inputs are then forwarded to Region I and then to the EDO. The information on TMI-l contained in the ED0 Daily Staff Notes also is included in the weekly status reports which are distri-buted to TMI Alert, therefore, we do not plan to provide copies of the ED0 Daily Staff Notes to TMI-l Alert.
