Dear Mr. King:

This letter is in further response to your Petition on behalf of the Three Mile Island Public Interest Resource Center and others,' dated March 23, 1983. As you may recall, you were notified -in a letter from me dated May 17, 1983 that your March 23, 1983 letter would be treated as-a request for action pursuant to 10 CFR 2.206 of the Commission's regulations. On November 18,'1983, I issued an " Interim Director's Decision under 10 CFR 2.206," DD-83-18, denying your request to the~ extent that it sought to have the NRC prohibit General Public Utilities Nuclear Corporation from conducting a load test of the polar crane or otherwise~ qualifying-the crane for use. I further stated in the November 18, 1983 letter that the staff was continuing to evaluate the merits of the Parks allegations and would issue a final decision with regard to the remainder of your. request upon the conclusion of the staff's evaluation. The staff has con-cluded its evaluation and for the reasons stated in the enclosed " Director's Decision under 10 CFR 2.206 " the remainder of your Petition has been denied.

A copy of this decision will be filed with the Secretary for the Commission's review-in accordance with 10 CFR 2.206(c). As provided in 10 CFR 2.206(c),

this decision will become the final action of the Commission in 25 days, unless the Connission detennines to review the decision within that time. I have also

( enclosed a copy of a notice that is being filed with the Office of the Federal i- Register for publication.
