Dear Mr. Blessing:
In my August 6, 1986 letter to you, I enclosed a portion of an NRC Staff Report entitled "Results of NRR's Investigation and Evaluation of Ten Licensed Operators Involved in TMI-2 Preaccident Leak Rate Testing Irregularities." The NRC is subject to a recent federal court order requiring that certain written material about TMI-2 leak rate testing be disclosed only to authorized persons because it was the subject of a grand jury inquiry. Some of this material is contained on page 3 of Enclosure (2) of the Staff Report. Page 3 begins with the name " Joseph R. Congdon". Page 3 should have been removed from the material sent to you bu$, through inadvertence, it was enclosed with my letter. Please remove page 3 from your copy of the Staff Report and mail it back to me in tha enclosed franked self-addressed envelope.
