On February 7,1997, the NRC completed an inspection at the Duane Arnold Energy

Center. The enclosed report presents the results of that inspection.

Areas examined during the inspection are identified in the report. Within these areas, the

inspection consisted of a selective examination of procedures and representative records,

[ interviews with personnel, and observation of activities in progress. The purpose of the

inspection effort was to determine whether activities authorized by the license were

' conducted safely and in accordance with NRC requirements. The summary contained in

. the repcet provides an overview of our assessment of your performance in the area of

. Emergency Preparedness, an aspect of Plant Support.

This inspection was to perform the emergency preparedness core inspection as identified

,

in Inspection Procedure 82701, and to review the status of previous open inspection

i

findings. At the conclusion of the inspection, the findings were discussed with those

menibers of your staff identified in the enclosed report.

The overall effectiveness of your emergency preparedness facilities, equipment, training,

,

and organization was very good. Plant personnel had performed conservatively during an

,

actual activation of the Emergency Plan and Emergency response facilities were well

maintained. Quality assurance oversight of the program was also very good,

No violations of NRC requirements were noted in the areas inspected.
