Gentlemen:

ilillstone Nuclear Power Station, Unit No. 2 Proposed Revisions to Technical Specifications In Reference (1), Northeast Nuclear Energy Company (NNECO) made ap-plication to amend its operating license DPR-65, for Millstone Unit No.

2. The amendment proposed revisions to the Technical Specifications of Section 3/4.9.8, Shutdown Cooling and Coolant Circulation During Re-fueling Operations.

During the current refueling outage, NNECO is operating the shutdown cooling system in Mode 6 with the reactor coolant system (RCS) drained to the centerline of the hot leg. The RCS is drained to this level to facilitate stean generator inspections and steam generator nozzle dam installation. At this lower RCS level, operation of the shutdown cooling system at a flow rate consistent with Technical Specification surveillance requirement 4.9.8.1 could result in the inoperability of the system due to air binding. The current Technical Specification requirement to verify a shutdown cooling system flow rate of 3000 gpm is based on pump design flow rates and not on decay heat removal requirements.

w Therefore, pursuant to 10CFR50.90, NNECO hereby proposes to amend its operating license, DPR-65, by supplementing the changes proposed in Reference (1) with the attached change.

The proposed change revises Technical Specification Surveillance Requirement 4.9.8.1 to require verification of shutdown cooling system operability by verifying a flow rate consistent with decay heat removal requirements in Mode 6. The proposed change main-tenains the requirement to verify system flow rate and, therefore, operability; however, the required flow rate is proposed to be based on decay heat removal requirements for maintaining RCS temperatures less than or equal to 1400F as defined by Mode 6.

The aforementioned-proposed change has been reviewed pursuant to 10CFR50.59 and had not been found to constitute an unreviewed safety question. The basis for this determination is that the re-quirement to ensure shutdown cooling system operability by verifying coolant circulation is maintained. Plant safety is enhanced as the potential for air binding and subsequent loss of shutdown cooling has been reduced.

The Millstone Unit No. 2 Nuclear Review Board has reviewed and ap-proved the attached proposed change and has concurred in the above determination.

NNECO has reviewed the proposed license amendment pursuant to the requirements of 10CFR.70. As this change ic proposed as a supplement to Reference (1), the applicable license amendment fee was provided at that time.
