Docket No.30-361 Prompt Report and 14-Day Foilow-up Report Licensee Event Report No.82-114 San Onof re Nuclear Generating Station, Unit 2 This submittal is in accordance with the reporting requirements of Technical-Specifications 6.9.1.12.b to Operating License NPF-10 for San Onofre, Unit 2, and confirms our October 18, 1982 prompt notification to the NRC of a reportable occurrence involving Limiting Condition for Operations (LCO) 3.6.2.3 associated with the Containment Cooling System (CCS). This letter also represents the required follow-up report and forwards the associated Licensee Event Report (LER).

On ' October 17, 1982 while in Mode 4 during surveillance t'esting of containment cooling f ans in 'accordance with S023-3-3.13, containment cooling fan 2E-402 (Train B) failed to start after several attempts and was declared inoperable at 2000. At this time, both containment spray pumps were out of service for flushing of the system.

LCO 3.6.2.3 requires two_ independent groups of containment cooling fans to be operable in Mode 4. The Action Statements associated with LCO 3.6.2.3 assume operability of the Containment Spray System (CSS),

contrary to LCO 3.6.2.1, which is applicable in Modes 1, 2 and 3 only.

Since LCO 3.6.2.3 and its ' associated Action Statements do not address the event of October 17,1982, LCO 3.0.3 was invoked.

4 R. H. Engelken October 19, 1982 CCS Train A was returned to service at 2025 on October 17, 1982 allowing entry into LCO 3.6.2.3, Action Statement c. Action Statement c requires that the Inoperable group of cooling -fans' be restored to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or that plant cooldown be initiated. Fan 2E-402 was restored to operable status at 0900 on October 18, 1982, satisfying the LCO 3.6.2.3.

Investigation revealed that the cause of inoperability of containmeni cooling fan 2E-402 was a faulty breaker. Corrective action included replacement of the breaker. In addition, a proposed change to the

Technical Specifications is being initiated to make consistent the mode applicability for Technical Specifications 3.6.2.1 and 3.6.2.3. This was an isolated incident and no other corrective action is necessary. LER 82-114 addresses this event.
