, On'. September 1, 1989, the Nuclear Regulatory Commission (NRC) issuei Generic Letter 89-16'. The purpose of GL 89-16 was to inform. the owners of Boiling i

l-Water Reactor ' (BWR) plants with Mark I containments of the NRC' program for- I disposition - of the -- issues related to the Mark I containment Performance .!

Improvement Program. This. generic letter encouraged utilities to voluntarily .!

installra hardened vent under the provisions of 10 CFR 50.59.

I A review of SECY 89-017 by the BWR utilities indicates that the primary >

l benefit of the hardened vent is the reduction of risk associated with the loss [

L of decay heat removal sequence (TW) at boiling water reactors with Mark I (

containments. Therefore, the Nebraska public Power District (the District) [

intends to install a hardoned vent at the Cooper Nuclear Station (CNS). The l District will' be working with the BWR Owner's Group to develop generic design criteria:for the installation. The District will also rely upon the results i}

f of. the ' Individual Plant Examination (IPE) study for CNS, to identify system

l interaction effects between the hardened vent and the existing plant design.

L It' is anticipated that the generic BWR Owner's Group design criteria will be  !

l available for NRC review by April 30, 1990. The District's Individual Plant  !

Examination, . scheduled to be submitted in October 1991, will include the U

!: effects of installing a hardened vont on the Cooper Nuclear Station.

H Therefore, since there is no refueling outage scheduled in 1992, the District intends to install a hardened wetwell vent at the Cooper Nuclear Station by l

L startup from the 1993 refueling outage, currently scheduled for the spring of l 1993.

It is the belief of the Nebraska Public Power District that the risk of the j loss of decay heat removal sequence (TW) is already low. The installation of l the hardened vent may further reduce the risk of this sequence and will l

contribute to closing the NRC's Mark I Containment Performance Improvement Program.
