Dear Ms. Ma and Mr. Burton:

I have reviewed the complete January 2018 Environmental Report in Appendix E prepared by FPL and submitted to the NRC for the 2032/2033 operating license renewal application for existing TPPP Nuclear Reactors #3 and #4. My comments are marked on selected pages comprising the Environmental Report for U.S. Nuclear Regulatory Commission staff review and consideration. A single PDF of the complete Environmental Report is 18mb and exceeds NRC email limits. So I have divided my comments into Sec B, Sec 2, Sec 3 and Sec 4 (4 PDFs) and sending in four (4) separate email transmittals to you to keep the file size with NRC email limits I hope that you will find that my review comments accurate, significant and pertinent to Docket #

NRC-2018-0101 Scoping Comments Phase of the Florida Power & Light's Subsequent License Renewal Application for Turkey Point Nuclear Generating Station's Reactor Units 3 & 4, and thus will support a finding by the NRC to (1) require FPL to construct new mechanical cooling towers prior to the 2032 operating license renewal for use in conjunction with existing nuclear reactors #3 and #4 between 2032 and 2053, and (2) to require FPL to cease use of and decommission the 6000 acre open cooling canal system as soon as possible after 2032.
