WITHDRAWAL OF THREE PUBLIC UTILITY DISTRICTS FROM WASHINGTON PUBLIC POWER SUPPLY SYSTEM Recently, three (3) Public Utility Districts have decided to withdraw from the Supply System.

The three PUD's, representing Cowlitz, Clallum and Mason counties cited

"... concerns over renewing or obtaining liability insurance for their officers and directors in Supply System-related lawsuits" as a reason for withdrawing from the Supply System.

Withdrawing from the Supply System does not release these Public Utility Districts from their financial and contractual obligation to the Supply System. It does, however, eliminate their ability to sit as members of the Supply System's Board of Directors and to vote on Supply System business matters.

As you are aware, the Supply System is a joint operating agency of the state of Washington. Prior to the withdrawal of these three Public Utility Districts, the Supply System was composed of nineteen (19)

Public Utility Districts and four (4) municipal utilities. Membership now is sixteen (16) Public Utility Districts and four (4) municipalities. Each of these twenty agencies has a reresentative on the Supply System Board of Directors.

The withdrawal of these three PUD's from the Supply System will not impact the Supply System's activities or ability to function in the operation of WNP-2 or at the shutdown WNP-1 and WNP-3 projects. The purpose of this letter is simply to advise you of this change that has occurred in the Supply System organization.
