OF TELEPHONE CONFERENCE CALL HELD ON AUGUST 27, 2007, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., CONCERNING A DRAFT REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE VERMONT YANKEE NUCLEAR POWER STATION, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc. held a telephone conference call on August 27, 2007, to discuss and clarify the staff's draft request for additional information (D-RAI) concerning the Vermont Yankee Nuclear Power Station, license renewal application. The telephone conference call was useful in clarifying the intent of the staff's D-RAI.

Enclosure 1 provides a listing of the participants and Enclosure 2 contains a listing of the D-RAI discussed with the applicant, including a brief description on the status of the item.

The applicant had an opportunity to comment on this summary.

I DRAFT REQUESTS FOR ADDITIONAL INFORMATION VERMONT YANKEE NUCLEAR POWER STATION LICENSE RENEWAL APPLICATION AUGUST 27, 2007 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc. held a telephone conference call on August 27, 2007, to discuss and clarify the following draft requests for additional information (D-RAIs) concerning the Vermont Yankee Nuclear Power Station (VYNPS) license renewal application (LRA).

D-RAI 2.4.4-2 Please provide the results of the review performed to determine the impact of the circulating water piping, pipe supports, and cooling tower cell (2-4) failures on license renewal scoping, screening, and applicable aging management programs. Please include the following:

A. The details of any age related degradation which caused the failure of the circulating water piping, pipe supports, and cooling tower cell. Include the results of the piping and pipe supports inspection and a description of the identified aging mechanism(s).

B. Indicate how the identified age related degradation has been considered, as pertinent operating experience, during license renewal scoping.

C. The potential affect on safety-related SSCs, of a similar piping or structure failure of the nonsafety-related cooling tower cells (and contained circulating water piping and pipe supports) which were not included within the scope of license renewal, including the affect of debris entering the cooling basin [10 CFR 54.4(a)(2)].

D. A conclusion and basis as to whether the scoping results documented in the license renewal application, which initially determined that nine of the eleven cooling tower cells were not within the scope of license renewal, are still valid.

E. Any impact on the aging management programs for circulating water piping, pipe supports, or cooling tower cells.

Discussion: The applicant indicated that the question is clear. This.D-RAI will be reformatted and sent as a formal RAI.

The potential effect of a circulating water piping, pipe supports, or structural failure of the nonsafety-related west cooling tower cells (2-3 through 2-11), which were not included within the scope of license renewal, on safety-related systems, structures, and components (in accordance with 10 CFR 54.4(a)(2)). Include the potential effect of debris entering the deep basin beneath the cooling tower.

II. The details of any age related degradation which caused the failure of the circulating water piping, pipe supports, and west cooling tower cell. Include the results of the piping and pipe supports inspection related to the current failure and any previously performed, and a description of the identified aging mechanism(s).

C. Any impact on the aging management programs for circulating water piping, pipe supports, or cooling tower cells.

Discussion: The applicant indicated that the question is clear. The applicant also used the call as an opportunity to brief the staff on the design and operation of the cooling towers. The applicant will incorporate the points discussed on the design and operation of the cooling towers in the response to the RAI.
