SUMMARY

OF PUBLIC MEETING MAY 6,2009 WITH DUKE TO DISCUSS A PROPOSED LICENSE AMENDMENT FOR THE USE OF A FIBER REINFORCED POLYMER (FRP) SYSTEM (TAC NOS. MD8571, MD8572 AND MD8573)

On May 6, 2009, the U.S. Nuclear Regulatory Commission (NRC) held a Category 1, public meeting with Duke (the licensee) to discuss a proposed license amendment request (LAR) to allow the use of FRP on brick walls at Oconee as part of the licensing basis tornado mitigation strategy. A copy of the slides presented by the licensee is available under Agencywide Documents Access and Management System (ADAMS) accession number ML091590494.

Enclosed is a list of the meeting attendees.

The licensee met with the NRC staff to discuss a proposed LAR, which if approved by the NRC staff, would allow the use of the FPR system on certain masonry brick walls to mitigate the effects of tornado differential pressure.

The licensee discussed details of the following information that would be included in the proposed LAR:

• Description of the analytical method for evaluation of walls which need tornado protection

• Description of the FRP system method of application to the brick walls

• Physical properties of the FRP including environmental qualifications

• Discussion of applicable codes and standards for the FRP product as well as applicable codes and standards for the FRP application

• Discussion of the performance testing program, as well the independent review performed by the licensee of the testing program.

The !\IRC staff provided feedback to the licensee on the level of detail and the type of information that would be needed to be provided in the LAR to allow the NRC staff to perform an effective and efficient review of the LAR.

Duke -2 The licensee stated that the LAR would be submitted by the end of June 2009 and requested NRC approval by June 2010.
