Plans for Issuance of Vermont Yankee FSEIS - UPDATE Everyone - The final Supplemental Environmental Impact Statement for Vermont Yankee license renewal is being issued today Wednesday, August 1. It is already on the public website at:

I will deliver the document to EPA today. The mail room will mail the document to the Vermont Yankee environmental mailing list today, about 115 addresses, including ASLB hearing parties. The NRC FRN will appear sometime next week.

Attached is a mini-communications plan/briefing sheet for use by anyone who might be asked questions about the issuance. An EDO Note is being issued today.

Jonathan Rowley - Comm Inicati on plan for Issuance of.Vermnon.t Yankee.Fe .S..EIS..fo i..c.!c.en.rse wpd Page 1 Communication plan for Issuance of Vermont Yankee FSEIS for license renewal Final Supplemental Environmental Impact Statement for license renewal at Vermont Yankee was issued on August 1, 2007; OPA will issue a press release and the issuance will be announced in a FederalRegister notice by the NRC; key personnel in Region I and OCA will also be notified NRC staff concluded that all environmental impacts will be small; therefore, the FSEIS concludes that the environmental impact of an additional 20 years of operation at Vermont Yankee is not so great that preserving the option of license renewal for energy planning decisionmakers would be unreasonable The draft SEIS was issued on December 13, 2006, for a 75-day public comment period Many of the comments were received at the public meetings held in Brattleboro, VT on January 31, 2007; in addition, 32 comment letters and emails were received Environmental Protection Agency will publish a Federal Register notice announcing the FSEIS on August 10, 2007 The public showed significant interest in the impacts on aquatic biota such as American shad and Atlantic salmon, public radiation exposure, alternative methods of generating power, long term storage of storage of spent nuclear fuel, and the potential for a severe accident in the spent fuel pool (Zircaloy cladding fire)

NRC staff consulted with several Federal and State agencies including EPA, Fish &

Wildlife Service, National Marine Fisheries Service, U.S. Geological Service, Vermont Agency for Natural Resources, Vermont Division of Historic Preservation, and Vermont Department of Health The Atomic Safety and Licensing Board plans to visit the site on October 10, 2007; listen to public limited appearances on October 11, 2007; and begin hearings in January-February 2008 No environmental contentions were accepted for hearing; Commission Memorandum and Order (CLI-07-16) on April 11, 2007 rejected proposed contention on water temperature effects on migrating fish such as American shad Three safety contentions have been accepted related to aging management programs for steam dryers, metal fatigue, and flow-accelerated corrosion For more information on the Vermont Yankee Nuclear Power Station environmental review, contact Rich Emch, rle(at.nrc.gov or 301-415-1590
