PUBLIC MEETING WITH THE NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., REGARDING PRE-SUBMITTAL OF DECOMMISSIONING LICENSING ACTIONS FOR PILGRIM NUCLEAR POWER STATION; PALISADES NUCLEAR PLANT; INDIAN POINT NUCLEAR GENERATING STATION, UNITS 2 AND 3; AND VERMONT YANKEE NUCLEAR POWER STATION (CAC NOS. MF9624, MF9625, MF9626, MF9627, AND MF9628)

On June 20, 2017, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Entergy Nuclear Operations, Inc. (Entergy, the licensee}, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

The purpose of the pre-submittal meeting was for NRC and Entergy to discuss the schedule for decommissioning licensing actions for the Pilgrim Nuclear Power Station (Pilgrim); Palisades Nuclear Plant (Palisades); Indian Point Nuclear Generating, Units 2 and 3 (Indian Point); and Vermont Yankee Nuclear Power Station (Vermont Yankee). The meeting notice and agenda are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17160A211.

The meeting was started at 10:00 a.m. Eastern Daylight Savings Time (EDT) with opening remarks by the NRC staff followed by introductions of the attendees. The list of attendees is provided in Enclosure 1. The licensee's staff provided a short presentation which is available in ADAMS at Accession ML17166A289.

The NRC staff stated that no regulatory decisions would be made during the meeting.

Entergy stated it intends to permanently cease operation at Palisades no later than October 1, 2018, to permanently cease operation at Pilgrim no later than June 1, 2019, and to permanently cease operation at Indian Point, Unit 2, by April 30, 2020, and at Indian Point, Unit 3, by April 30, 2021. Vermont Yankee permanently ceased operations on December 29, 2014, and permanently defueled on January 12, 2015. Entergy stated it intends to transfer spent fuel from the spent fuel pool to dry cask storage by the end of 2018. Also, Entergy is currently pursuing a transfer of the Title 10 of the Code of Federal Regulations (10 CFR) Part 50 license to facilitate accelerated decommissioning and license termination.

Entergy's overall goal is to provide for a safe and smooth transition for Pilgrim, Palisades, and Indian Point from operating sites to permanently shutdown sites. Entergy discussed a proposed

integrated list of decommissioning licensing actions that are needed to support efficient and timely staffing transitions associated with the planned closures of these sites.

Entergy stated that it intends to submit licensing actions in a staggered approach, whenever practical.

Following the business portion of the meeting, members of the public were provided the opportunity to ask questions of the NRC staff. Although many of the questions were beyond the scope of the meeting, the NRC staff and Entergy attempted to answer all questions. Topics included State legislation regarding zero carbon emissions, spent fuel storage, dry cask storage, long-term spent fuel storage, security of spent fuel, emergency planning, decommissioning trust fund, decommissioning termination, insurance, Price Anderson Act, and zirconium fire.

At this meeting, the NRC staff made no regulatory decisions regarding the proposed decommissioning licensing actions for Palisades, Pilgrim, Indian Point, and Vermont Yankee.
