The inspectors conducted a pre-implementation review of the licensee's security plan for Unit 1 and Unit 2 (combined) that was submitted to the

NRC for approval on February 19, 1987. That plan has not yet received I

approval. The inspectors identified several modifications that would be

necessary prior to plan approva J

, Dn April 10, 1987, the licensee transmitted to the NRC a revision to the sca rity plan that reflected the modifications identified by the inspec-tors, a change requested by the NRC-HQ plan reviewer, and a change made by the 'icense .

3 Assessment Aids During a review of the assessment system, the inspectors determined that it was adequate to perform its intended function, and that it was installed in accordance with the description in the security pla However, the inspectors identified one area of the perimeter where

Access Control (Personnel)

i The inspectors reviewed the personnel access control program that will be

used to grant unescorted access to the Unit 2 protected area. The licen-see is conducting personrel screening in accordance with the program

identified in the NRC-approved Unit 1 Security Plan. This is essentially the same program contained in the Unit I and 2 combined plan. No discrep--

The inspectors confirmed that equipment and procedures are in place for

the search of packages and the control of vehicles entering the protected

! area. The equipment and procedure were consistent with'the commitments j in the Unit 1 and 2 combined security plan.

1 Detection Aids (protected Area)

i At the request of the inspectors, the licensee performed selected tests

' on various segments of the perimeter intrusion detection systems. Each '

test was performed as required and was conducted in accordance with com-

,

mitments in the Unit I and 2 combined security plan and written security l procedure The results of all tests were satisfactory, Alarm Stations

The inspectors confirmed through observation of the Central Alarm Station (CAS) and the Secondary Alarm Station (SAS) that they were established in conformance with the Unit I and 2 combined security plan and were ade-quate and appropriate for their intended functions. CAS and SAS operators demonstrated adequate skill and knowledge in the performance of their i duties.

personnel, Guards, watchmen and armed response personnel were tested l on a random basis by NRC to confirm and verify that the training being administered was applicable, thorough and consistent with the current NRC-approved training and qualification pla I&E Information Notice No. 82-05 - Increasing Frequency of Drug-Related Incidents The licensee stated that there was no history of drug-related cases at the site involving sale or use. Unit 1 experience has shown that plant employees have supported management in identifying and resolving other potential personnel problems, e.g., alcohol and family problems.
