'3.3.3.7, effective September 29, 1980, requires that this system be operable when the reactor is.in Modes 1 through 4, or that'the control room ventilation ~ system be in the recirculation mode. However, from testing conducted on this system'in May'1987 in support of Unit 1/2 control room modifications, the chlorine detection rystem was determined to never hav- Lo Pinctional and the system was declared-inoperable on May 4, 1987. Threefore, it appears .that all. operation in Modes 1-4 without the control room' ventilation system in recirculation between September 29, 1980 and May 4,1987 was in violation of the Technical Specification i We' consider this apparent violation to be serious and are considering further en -

forcement action. Consequently, we have scheduled an Enforcement Conference'on July.2, 1987. At this meeting, you should be prepared to discuss the circumstances surrounding this event and your corrective actions to prevent recurrence of prob -
