Dear Mr. Cross:
The NRC conducted an inspection of the Beaver Valley Power Station (BVPS) facilities from March 22 to April 25,1998. The enclosed report presents the results of that inspection.
During the 5-week period covered by this inspection report, your conduct of activities at the Beaver Valley Power Station facilities was generally characterized by strong station-wide efforts to improve personnel knowledge and validate procedures with respect to technical specification compliance and implementation. In addition, you developed a comprehensive Restart Action Plan to assist the organization in assuring various material, process, and performance deficiencies, which led to the current f -:ed outages on both units, are corrected prior to unit restart.
Dr. Jason Jang of our staff conducted an on-site review of your radiation monitoring system practices and procedures to evaluate the basis for your January 9,1998 letter, which contested a recent violation. From this review effort, we better understand your rationale and practice relative to calibration of the affected radiation monitoring systems.
However, we determined that the violation, as cited, was valid with respect to the adequacy of the calibration procedures. Accordingly on April 20,1998, you retracted your request to withdraw the violation and submitted your response to the violation.
