Georgia Power d ENCLOSURE PLANT YOGTLE - UNIT 1 NRC DOCKET 50-424 OPERATOR LICENSE NPF-68 TECHNICAL SPECIFICATION SPECIAL REPORT 88-008 A. Requirement for Report This report is required in accordance with Plant Yogtle - Unit 1 Technical Specifications Section 4.%1.1.3. This section of the Technical Specifications requires that all diesel generator failures, valid or non-valid, shall be reported to the Commiscion in a Spec I,1 Report pursuant to Technical Specification 6.8.2.

B. Description of Non-valid Failure for Train B Diesel Generator On October 26, 1988, start number 1-88-0081 of diesel generator Train B was initiated for the purpose of setting the lube oil regulating valve and to prove operability following maintenance. Technical Specification 4.8.1.7.2a requires the generator voltage and frequency to be 4160 volts and 60 Hz within 11.4 seconds of the start. However, during this start, the diesel generator required 12.0 seconds to achieve rated voltage and frequency. An investigation detemined that the fuel line from the cylinder pumps to the fuel injectors was draint:d due to being dismantled during the preceding maintenance. This if ne can not be filled except by opening the fuel rack and turning the engine. The lack of fuel in the line upon diesel start f rereased the start time beyond acceptable limitt.

This condition was caused by personnel error. Plant personnel failed t s adequately vent and prime the fuel oil syttem. This priming process normally requires 2 to 3 starts to ensure air displacement.

I C. Summary Since the Diesel Generator did not reach rated voltage and frequency ,

within the required time, this run constitutes a non-valid failure per Reg. Guide 1.108. Section C.2.E.2.

Diesel generator emergency start capability was not affected since the Trair A diesel generator remained operable throughout the maintenance and testing of Train B diesel generator. Ourthg a subsequent start, the Train B diesel generator achievert the required voltage and frequency within 11.4 seconds.

There have been 3 valid f- ves since reliabi'ity testing began and none in the past 20 valid tests. vin B Diesel Generator is still on a once per 31 day test frequency s %ed by Technical Specification Table 4.8-1.
