REQUIREMENT FOR REPORT This report is required in accordance with the Vogtle Electric Generating i Plant Technical Specifications, Section 4.8.1.1.3. This secti n of the Technical Specifications requires that all diesel generator f6 lures, valid or ron-valid, be reported to the Commission in a Special Report i pursuant to Technical Specification 6.8.2. i 1

B. DESCRIPTION OF VALID FAILVRE OF DIESEL GENERATOR 1A On 8-29-90 at 0825 CDT, Diesel Generator (DG) 1A was started pursuant to  ;

its Technical Specification surveillance requir ' at. After loading to the grid, operators noticed erratic swings in the MVAR (Mega Volt Ampere ,

Reactance) loading. The system engineer was asked to investigate and at  !

0950 CDT, DG 1A was removed from the grid and shut down at the system i engineer's request. DG 1A was declared inoperable and a Limiting Condition for Operation (LCO) was entered. l l

An investigation was begun, and a troubleshooting DG run was made. This ]

run was also stopped after MVAR loads started swinging erratically, indicating that a malfunction in the voltage regulator had occurred. On I 8-30-90, another DG run was made to gather data in order to quantify the  ;

load swings. Although specific testing of the voltage regulator was j unable to confirm a malfunction, on-8-31-90 a replacement voltage '

, regulator was installed and several DG runs were made for calibration . ,

purposes and to check various performance parameters. On 9-1-90, a DG 1 operability run was made and, upon its successful completion, DG 1A was declared operable and its LCO was exited. The DG had been out of service for 65 hours7.523148e-4 days <br />0.0181 hours <br />1.074735e-4 weeks <br />2.47325e-5 months <br /> and 25 minutes.

SUMMARY

This event is classified as a valid failure per Regulatory Guide 1.108, i Section C.2.e. This was the first valid failure in the past 20 valid I tests. There have been a total of 94 valid tests of DG 1A and 5 valid failures. The test frequency for DG 1A has been changed to once per 7 i days in accordance with Table 4.8-1 of the Technical Specifications. )
