'. .A ENCLOSURE V0GTLE ELECTRIC GENERATING PLANT SPECIAL REPORT 50-425/1989-003 A. Requirement for the Report The Vogtle Electric Generating Plant Unit 1 and Unit 2 Technical Specification 3.7.10," Area Temperature Monitoring", requires that:

"The Maximum Normal Temperature of each area shown in Table 3.7-3 shall not be exceeded for more than 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> and the Maximum Abnormal Temperature of Table 3.7-3 shall not be exceeded."

On 9/2/89, in performing shift surveillance Procedure 14001-2, " Shift Area Temperature Log", the room temperature for Auxiliary Building room A107 was logged as 104 degrees Fahrenheit by the evening shift Plant Equipment Operator (PEO). Subsequently on 9/3/89, the night shift PE0 logged room A107 temperature as 124 degrees Fahrenheit and the day shift PE0 logged room A107 temperature as 112 degrees Fahrenheit. On review of this data, no plant conditions could be identified which could have contributed to this apparent temperature excursion. It is our best Engineering judgement that the apparent excursion was the result of an erroneous reading taken by the PE0 (i.e., the PE0 took the reading at an incorrect location or made a transcription error). The PE0 responsible for the temperature reading in question was interviewed, but he could not recall any details of the event.

However, without supporting factual information being available, it was estimated that the temperature in room A107 increased linearly from the value logged on 9/2/89 to the value logged on 9/3/89 by the night shift PEO, and then decreased linearly to the value logged by the day shift PEO.

Technical Specification Table 3.7-3 indicates that the maximum normal temperature for room A107 is 115 degrees Fahrenheit and the maximum abnormal temperature is 126 degrees Fahrenheit.

Technical Specification 3.7.10.a states:

"With one or more areas exceeding the Maximum Normal Temperature limit (s) shown in Table 3.7-3 for more than 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />, prepare and submit to the Commission within 30 days, pursuant to Specification 6.8.2, a Special Report that provides a record of the cumulative time and the amount by which the temperature in the affected area (s) exceeded the limit (s) and an analysis to demonstrate the continued OPERABILITY of the affected equipment. The provisions of Specification 3.0.3 and 3.0.4 are not applicable."

Based on the above estimate, the maximum normal temperature for room A107 may have been exceeded for 9 hours1.041667e-4 days <br />0.0025 hours <br />1.488095e-5 weeks <br />3.4245e-6 months <br /> and 4 minutes. Therefore, a special report is required to be submitted in accordance with Technical Specifications 3.7.10.a and 6.8.2.

B. Enoineerina Evaluation  !

A review of the environmental qualification master list and a walkdown of Auxiliary Building room A107 identified the Loop 1 and Loop 4 Main Feedwater Regulating Valves and the Loop 1 and Loop 4 Main' Feedwater Bypass Regulating Valves as the only safety-related equipment located in this room. ASCO solenoid valves and NAMC0 limit switches are appurtenances of these components and. are also located in this room. Review of_the, equipment qualification temperatures for this equipment indicates that this equipment is qualified for at least 126 degrees Fahrenheit. -The _ qualified life specified for this equipment is based on the temperature at which it was qualified (tested). The qualified life is not based on a maximum normal temperature limit of 115 degrees Fahrenheit. Therefore, the apparent temperature excursion which occurred in this event had no adverse" affect on the qualified life currently specified for the' safety-related equipment in this room.
