EVENT DESCRIPTION AND PROBABLE CONSEQUENCES received a one time exemption from Tech. Spec. 3.1.3.1 action statement requirement. A three hour extension of the L.C.O. was granted and the

inoperable rods were returned to operable status during this extended time frame. Health / safety of the public was not af fected.

4 CAUSE DESCRIPTION AND CORRECTIVE ACTIONS de-energized the stationary coils. The Shutdown Bank A Group 2 rods were returned to 228 steps at 0410 on 4/28/82.
