1) Letter from C. W. Giesler to J. G. Keppler dated July 11, 1984 In our letter dated July 11, 1984 (reference 1), we provided you with a list of objectives for the October 23, 1984 emergency exercise to be held at the Included in the above mentioned objectives was Kewaunee Nuclear Power Plant.

objective D.5 regarding the demonstration of the JPIC capabilities which stated the following:

" Demonstrate that public information can be coordinated between the Emergency Operations Facility (EOF) and the Joint Public Information Center (JPIC); that the JPIC is capable of handling public information releases and public inquiries; that designated public information personnel are implementing their plans and procedures".

The JPIC is the facility from which all press releases and press conferences will originate during emergency conditions. Space is allocated at the JPIC for representatives of the State and local county governments and the Nuclear The purpose of the JPIC is to provide a location from Regulatory Commission.which " coordinated" nevs releases can be transmitted and which the most current " accurate" information can be obtained.

' Page ' 2 Operations Centers. As part of the full scale activation we also activated the Joint Public :Information Center which is located in Two Rivers, Wisconsin. An in-house ~ critique which followed the exercise concluded that the JPIC is ade-quately designed and equipped to perform as intended.

The November 1,1983 full scale exercise required full participation by the State of Wisconsin and the Counties.of Manitowoc and Kewaunee and provided the opportunity to demonstrate the effectiveness of a coordinated effort. The exer-

.cise scheduled for October 23, 1984 will be a small scale exercise and par-ticipation by the offsite agencies will be limited to communication link verification only.

Due to the limited participation by offsite authorities we feel a " formal" acti-vation of the JPIC during a small scale exercise is not justified. WPS has pro-ven during its November 1, 1983 exercise that the JPIC facility has adequate structural design and communication links such that a coordinated press center can be established.

We therefore request that you disregard objective D.5 that was included in Reference 1. We will maintain a communication link between the E0F and JPIC personnel to' simulate and test the public information link, however, formal activation of the JPIC will not be performed.
