Hannon dated March 20, 1989 In reference 1, WPSC transmitted a complete re-write of the KNPP Security Manual. This was submitted in accordance with 10 CFR 50.54(p). Reference 2 determined that, except for the changes concerning a vital area designation and a reconfiguration of a vital area barrier which involved a policy issue and had to be reviewed by the Office of Nuclear Reactor Regulation (NRR), the changes were consistent with the provisions of 10 CFR 50.54(p) and were therefore acceptable. Reference 3 determined that.the-proposed expansion of one vital area boundary was acceptable under the provisions of 10 CFR 50.54(p). However, the proposed devitalization of the second area had to be reviewed under the pro-visions of 10 CFR 50.90. Therefore, we are resubmitting the proposed change to devitalize an area of the plant (currently identified as a vital area in the Security Manual), under the provisions of 10 CFR 50.90. Attachment-1 provides a description of the change along with justification for the change.
