PHYSICAL SECURITY INSPECTION REPORT NO. 50-305/96012(DRS)
Dear Mr. Marchi:
This refers to the NRC inspection conducted by Mr. J. L. Belanger of this office on
November 115 through November 27,1996, at your Kewaunee Nuclear Power Plant. At
the conclusion of the inspection, the results were discussed with members of your staff.
The inspection's purpose was to assess implementation of your access authorization
program and land vehicle barrier system to determine if they met regulatory requirements
'
and commitments to the NRC. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and interviews with
personnel.
For the areas reviewed during this inspection, your implementation of the access
authorization program and vehicle barrier controls were characterized by strong technical
support and good teamwork for resolving access authorization technicalissues and
installing a vehicle barrier system. We are concerned, however, about a violation that you
failed to amend your physical security plan to commit to the implementation and use of
the vehicle barrier system.
This violation is cited in the enclosed Notice of Violation, and the circumstances
surrounding the violation are described in detailin the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and the enclosure will be placed in the NRC Public Document Room.
