In Reference 1, we submitted our ERDS Implementation Program Plan for NRC staff review.

This staff review, documented in Reference 2, concluded that our implementation plan provided the basis for an acceptable implementation of ERDS at the Kewaunee Nuclear Power Plant.

In our October 28,1991 submittal, we deceribed several administrative elements of the plan in a conceptual manner and provided a copy of our proposed ERDS Data Point Library. During the course of our. implementation activities, we finalized the administrative elements and enhanced the Data Point Library by the addition of four new data points not previously available for transmission to the NRC.

Attachment I to this letter provides a summary of WPSC's activities to ensure compliance with the requirements of 10 CFR 50, Appendix E, Section VI. This attachment addresses the

Document Control Desk Febmary 13,1993 Attachment 1, Page 1 Installation and Testing of ERDS Hardware The installation of the ERDS Hardware in the Technical Support Center is complete. The temporary telephone line refen:nced in our October 28,1991 submittal has been replaced with a pemianent telephone line.

A formal test of the system was successfully completed with the NRC ERDS contractor, Halliburton NUS Environmental Corporation, on September 23,1992. The test was perfonned in accordance with NRC-312 "ERDS Licensee Site Installation Test Procedure, Single-Feeder System Sites". This test also demonstrated the 15 second update capability required by 10 CFR 50 Appendix E, Section VI.2.b.

On Febmary 10, 1993, si additional test of the ERDS system was conducted with the NRC Operations Center. This test validated our quarterly test procedure and verified the transmission of the four ne?r data points discussed in "ERDS Data Point Library" below.

tictivation of the ERDS 10 CFR 50.72 (a)(4) requires the activation of the ERDS not later than one hout after declaring an emergency class of alert, site area emergency, or general emergency.

Our October 28,1991 submittal discussed the control of this activation by the addition of a step to an existing Emergency Plan Implementing Procedure (EPIP) and documentation of the activation time on an EPIP form.

The activation of the ERDS is procedurally directed by the following three EPIPs:

  • EP-AD-4," Alert, Site Emergency, or General Emergency" The use of these procedures will ensure the ERDS is activated in accordance with the-requirements of 10 CFR 50.72 and documentation is provided.

10 CFR 50 Appendix B Section VI.3.a requires any hardware and software changes that affect j the ERDS Data Point Library must be submitted to the NRC within 30 days after the changes are completed.10 CFR $0 Appendix E,Section VI.3.b requires hardware and software changes that could aft'ect the transmission fonnat and computer communication protocol to the ERDS be provided to NRC at least 30 days print to moditkation.

Our October 28,1991 submittal stated our plans to incorporate these requirements into a KNPP Software Control Procedum (SCP). WPSC has detennined the use of a specific proc: dure is warranted. Emergency Plan Maintenance Procedure (EPMP) 9.5, " Control of ERDS Hardware and Software" has been developed to incorporate the above regulatory requirements. This procedure will provide appropriate control to ensure the requirements are met.

Qparterly Testing 10 CFR 50 Appendix E, Section I requires quarterly testing of the ERDS. Our October 28, 1991 submittal anticipated this testing would be perforried and documented using an existing Engineering Control Procedute. A new EPMP 9.4, "Emergen' y Response Data System Testing" has been implemented that will assure these requirements are met.

This procedure was written to address the petiodic test schedule recommended by the NRC as published in the Federal Register on August 20,1992. For Kewaunec, this corresponds to the scheduled perfonnance of the quarterly test on the Tuesday of the ninth week of each calendar quaner, u

- finalization of administrative elements and provides a summary of the changes being made to the Data Point Libniry.

Attachment 2 to this letter provides a tuvised Data Point Libntry. This reflects the addition of the four new data points and other minor changes to the previously submitted Data Point Library. We request these changes be included, if possible, in the issuance of the staff's safety evaluation for the Data Point Library that was noted in Refexnce 2.

Under separate letter dated Febniary 13, 1993, WPSC has submitted Irvisions to three Radiological Emergency Plan Implementing Procedures (EPIPs) pursuant to the recuirements of 10 CFR 50 Appendix E, Section V._ These revisions ensure activation of the 9RDS is completed within the one hour time frame as specified in 10 CFR 50.72_(a)(4).

Pursuant to 10 CFR 50.4, two additional copies of _this letter and attachment are hereby submitted to Mr. A. Bert Davis, Regional Administrator, U. S. Nuclear Regulatory Commission, Region III, Glen Ellyn, Illinois. As required, one copy of this letter and atniclunent is also submitted to the Kewaunce Nuclear Power Plant NRC Resident inspector.

This revision reflects the addition of new data points and other minor changes made since our previous submittal on October 28, 1991. A summary of these changes is provided below:

1. Two new data points (F800* <,nd F8002G) have been added for high pressure safety injection Dow.
2. A new data point (T1000A) has been added for containment temperature.
3. A new data point (L8008A) has been added for borated water storage tni 'evel.
4. The source range nuclear instrumentation data point (N8031G) engineering units have been changed from deca counts per second (dkps) to counts per second (eps).
5. The reactor coolant flow data points' (F8007G and F8008G) range corresponding to 100% flow have been changed to refiect the 1992 steam generator tube plugging.
6. The containment pressure instmmentation data point (P8004A) engineering units has been changed from pressure in gage units (psig) to differential pressure (psid).

The Kewaunce ERDS Data Point Library has been reviewed against the list of selected parameters required by 10 CFR 50, Appendix E, Section VI.2.a(i). With the exception of narrow range containment sump level, Kewaunce's transmitted plant parameters meet or exceed the requirements of 10 CFR 50.

Containment sump narrow range level is not available on the plant computer, and therefore, is not tmnsmitted. Containment sun.p wide range level is transmitted. As stated in Section VI.1 of Appendix E, retrofitting of data points is not re-quired.

The issue of containment sump level instzumentation has been the subject of previous transmittals in response to Regulatory Guide (RG) 1.97 and Generic Letter 82-33. RG 1.97 recommended the use of both wide-range and narrow-range containmenthmp water level instiumentation.

In previous submittals, WPSC concluded that the resolution of the wide range instmmentation LIC\NRC\ERDS

( l Document Control Desk Febniary 13,1993 Attachment 1, Page 4 was adequate for both the wide and narrow-range functions. In NRC Safety Evaluation Report dated Septemtwr 28, 1990, staff concluded the wide-range instnnnentation provided was acceptable.

In a letter dated March 24, 1992, NRC staff indicated a safety evaluation of the Data Point Library contained in our October 28,1991 submittal would be forthcoming. We request the addition of the four data points and other changes noted above be included in the staff's review and safety evaluation.
