. Inspection Report 85-009 Notice of Violation As a result.of the inspection conducted on July 29 through Augu t 2, 1985, and in accordance with the General Policy and Procedures for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violation was identified:

10 CFR Part 50.54(t) states in part that, "the licensee shall provide for a review of its emergency preparedness program at least every 12 months... The review shall include an evaluation for adequacy of interfaces with state and local governments... The results of the review, along with' recommendations for improvements, shall be documented...."

Contrary to the above, the licensee's only review of their emergency prepared-ness program conducted in the last 12 months failed to evaluate and document the adequacy of interfaces with state and local governments.

This is a Severity Level V violation (Supplement VIII).

WPSC Response Engineering Control Directive (ECD) 14.1 entitled "IndependentsTechnical Review" will be revised to ensure that the annual Technical Review of the Kewaunee Nuclear Power Plant (KNPP) emergency preparedness program will include an evaluation for adequacy of interfaces with state and local governments. The results of the review, along with any recommendations for improvement will be documented in the technical review report.

This directive will be revised prior to the 1985 KNPP emergency planning exercise scheduled for October 22, 1985.
