Hintz (WPSC) dated November 29, 1984 Enclosed please find three (3) signed and notarized original transmittal letters and forty (40) copies of the proposed revision to the Kewaunee Nuclear Power Plant (KNPP) Industrial Security Manual (ISM). The proposed revision is being submitted in accordance with the provisions of 10 CFR 50.90, and pursuant to Section 2(c)(4) of our operating license, in an effort to resolve a notice of violation cited in inspection report number 50-305/85018 (reference 1). The revision is being transmitted to you in accordance with our commitment made in the letter dated February 6, 1986 (reference 2).

The pages affected by the proposed amendment include pages 5-3 and 6-4. A description of the specific changes, along with the appropriate evaluations and significant hazards determinations are included in enclosure I to this letter.

Enclosure II provides the affected pages of the proposed revision.

10 CFR 59.91(b)(i) requires that a copy of this application and its analysis about no significant hazards consideration be sent to the State of Wisconsin.

Because the enclosures are protected under the provisions of 10 CFR 73.21, only the cover letter is being transmitted to the Public Service Commission of g Wisconsin. Also, in accordance with the provisions of 10 CFR 170, a check for
