December 26, 1986 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, D.C. 20555 Gentlemen:

Docket 50-305 Operating License DPR-43 Kewaunee Nuclear Power Plant Cycle XIII Reload Safety Evaluation This letter transmits the Reload Safety Evaluation for the Kewaunee Cycle XIII (Thirteen) reload core. Our evaluation has shown that the Cycle XIII core design is more conservative than the design utilized in our accident analysis.

Therefore, the Cycle XIII reload design does not create an unreviewed safety question, and we are proceeding with the reload in accordance with the provi-sions of 10 CFR 50.59 (a)(1).

For your information, the Cycle XII-XIII refueling outage is presently scheduled to begin March 1, 1987. The Cycle XIII startup testing is scheduled to begin approximately April 10, 1987.
