The llRDS Final Rule indicates that WPSC must have an liRDS implemented by February 13, 1993. Our implementation program plan indicates that our liRDS may be operational as early as February 1992, provided that no major obstacles are encountered during the hardware and software implementation phase of the project.

i Kewaunee Nuclear Power Plant ERDS implementation Program Plan .

INTRODUCTION On June 28, 1990, WPSC voluntected to impleme1t an Emergency Response Data System (ERDS) for the Kewaunce Nuclear Power Plant (KNPP). The following is a summary of WPSC's progress under the voluntary program:

- an ERDS site survey questionnaire was received from NRC on January 25,1990

- the ERDS contractor NUS Ei, contacted WPSC c iarch 15,1990 to begin telephone correspondence regarding the feasibility ofinstalling an ERDS for KNPP

- on June 28,1990 WPSC volunteered to implement an ERDS

- on November 8,1990, a site visit was conducted at KNPP ,

with the following persons in attendance: an NRC representative, an NUS El representative, and WPSC plant licensing, plant computer, and emergency pre-paredness personnel on May 7,1991 a completed ERDS site survey questionnaire and Data Point Library was submitted to NRC

- on June 21,1991 a revision to our ERDS Data Point Library was submitted to NRC I

IIAltDWARI:/SOITWARl; On May 7,1991, WPSC submitted a completed ERDS site survey questionnaire to NRC under the voluntary ERDS program. This submittal contained a description of the hardware and software WPSC would be utilizing to implement an ERDS for KNPP. We have not made any significant changes to the previously st.amitted hardware and software descriptions, therefwe, we are not resubmitting this information at this time.

Our May 7,1991 submittal aim contained a Data Point Library submittal. That is, we provided a description of the specine data points that will be retricved from our plant computer for transmission to NRC. The Data Point Library contained a complete list of attributes for each data point selected (e.g., setpoints, instrument ranges, sensor locations). Subsequently, on June 21, 1991, a revision to our initial Data Point Library submittal was transmitted to the NRC Document Control Desk. A few additional clari0 cations were made to our Data Point Library in July of this year. A complete resubmittal of our Data Point Library is included as Attachment 3 to this letter. The Data Point Library index indicates the data sheets that were affected by each revision, KNPP's ERDS hardware will be installed in our on site Technical Support Center. Itis i anticipated that our ERDS activation process will occur from this location. Since KNPP's Technical Support Center is generally activated within one hour or less following the declaration of an Alert or higher emergency class, KNPP should not encounter a problem in meeting the activation time requirement as stated in the final rule, f

NUS El has iridicated that a telephone line for ERDS will be installed at our site possibly in January 1992. A temporary telephone line will be utilized until that date in order to facilitate preliminary ERDS testing, WPSC has volunteered to participate in a test case for utilizing NUS El's PC-based ERDS '

interface software. The availability of this software will significantly teduce the number of programming hours required for each utility to write transmission software. Currently, NUS El representatives indicate that the software will be delivered to WPSC in November of this year.

l Concurrently, WPSC personnel will install the required hardware and will develop plant specine software to retrieve the selected data points from our plant process computer, format the data, i

and transmit the data to the PC-based interface system.

Provided that no major obstacles are encountered in implementing the hardware and software phase of this project NUS El has indicated that WPSC may begin preliminary software tetting l

l as early as December of this year. Following the preliminary testing, a formal test could be 1

ADN11NISTRATiVE REQUIREMENTS PROCl! DURE FOR ACTIVATING Till! ERDS WPSC plans to implement an ERDS that is easy to activate and will not require a stand alone ,

procedure to accomplish this task. The procedure for activating the EllDS will simply be an additional step (s) in an existing Emergency Plan implementing Procedure (EPIP) with  ;

documentation of the activation time on an EPIP form. The appropriate EPIP(s) and form (s) will be revised and issued by the time our ERDS is declared on line and all tuting has been completed.

QUARTERLY TESTING The WPSC Nuclear Emergency Preparedness Staff utilizes an Engineering Control Procedure  ;

to perform and document monthly and quarterly communications tests required by our Emergency Plan, it is anticipated that the quarterly liRDS test will be incorporated into this procedure or a similar procedure, ,

CilANGES OR REVISIONS TO Tile SITE-SPECIFIC ERDS li ARDWARE OR SOFTWARE 10 CFR 50, Appendix E. VI.3. requires licensees to notify NRC of any planned hardware or software changes that could aficct the transmission format or computer communication protocol as soon as practicable or at least 30 days prior to the modiGeation. Additionally, any hardware or software changes that affect the transmitted data points must be submitted to NRC within 30 days after the changes are completed.

WPSC intends to incorporate the above requirements into a formal procedure. We currently plan to incorporate these requirements into the KNPP Software Control P_rocedures (SCP). A procedure will be issued by the time our ERDS is on line and all testing has been completed, i
