Reference:

1) Letter to D. C. Hintz (WPSC) from C. E. Norelius (NRC) dated January 26, 1987 Inspection report 86-009, covering the period of October 16 through December 15, 1986, identified an " apparent lack of attention to detail" displayed by the KNPP operators. In the cover letter to the inspection report, you requested that we respond to this concern. This letter provides our response.

We are proud of the performance of our operators and firmly believe that they rank among the finest in the country. Nonetheless, we are always concerned about any deterioration in job conduct, and are anxious to take actions to improve our operator effectiveness when room for improvement is warranted.

Although we consider the two instances discussed in the Inspection Report to be isolated occurrences, we recognize that there are lessons to be learned from them. Accordingly, the operations department has initiated a multi-faceted program aimed at improving operator attentiveness. This program was introduced by a letter to all operations department personnel on the issue of operator inattentiveness which functioned to remind them of the necessity for a pro-fessional attitude when on the job. The subject matter was subsequently discussed at an operations department supervisory staff meeting and on-shift with each of the crew members.

Document Controll Desk March 9, 1987 Page 2 Moreover,.the Control Room operators have been reminded to walk the boards at regular intervals in addition to what is required by existing administrative controls. The recommended interval for these walkdowns is every two hours, if this can satisfactorily be performed without interrupting an ongoing plant evo-lution. Additionally, the plant process computer logs will be printed out and reviewed on a shift basis.

For the Auxiliary and Equipment Operators, a basic list for performing routine general area tours is being compiled. The inputs for this list are from INP0 Good Practice Guidelines, training documents and the knowledge of our experienced personnel. This list-is intended to serve as a guideline for a basic tour with supplementary items being added based on plant conditions.

We feel that the emphasis being placed on operator attentiveness has already resulted in improved performance in this area, and addresses your concerns in this regard.
