Meeting with the State Of Wisconsin Itadioactive Waste Iteview lloard The purpose of this letter is to request a meeting with you and appropriate members of your department regarding the disposal of high-level radioactive waste from nuclear power plants.
The State of Wisconsin, s. 36.50, Wis. Stats., created the Itadioactive Waste lleview Iloard (ItWills) to serve as "the initial agency in this state to be contacted by the federal department of energy or any other federal agency on any matter related to the long-term disposal of high level radioactive waste or transuranic waste", and "shall serve as an advocate on the behalf of the citizens of this state before the federal department of energy and other federal agencies on matters related to the long-term disposal of radioactive waste and transuranic waste". The i
membership of the ItWRll consists of ten individuals: two appointed by the State Assembly, two appointed by the State Senate, four appointed by the Governor.
and the chairpersons of the Radioactive Waste Policy Council and the Itadioactive Waste Technical Council (advisory councils to the ItWIlll al'o created by state statute).
In recent months, the lloard and Councils have held public meetings related to the request before the l'ublic Service Conunission of Wiscone,in by the Wisconsin lilectric Power Company to build an Independent Spent 17uel Storage Installation (ISFSI) at the Point lleach Nuclear Plant in the Town of Two Creeks, Wisconsin.
A considerable amount of the discussion at these meetings relates to the public concern that such an installation will be come a de facto long-term storage site, if the Department of linergy does not honor contracts with utilities to begin

(l) NRC approval and licensing of ISFSI casks at nuclear power plants, including the need or desirability of site specific license proceedings; (2) Utilities ability and limits on modifying casks under Section 72.48, and the monitoring of such activities by the NRC; (3) NRC inspections and surveillances to assure continued safe storage of spent fuel at ISFSIs; (4) NRC's responsibilities related to the handling of spent fuel when it is transferred to ISFSI casks or shipped off site to a MRS or permanent repository:
(5) Other matters appropriate to the construction and operation of a ISFSI at nuclear power plants in Wisconsin.
It will he very helpful if the requested meeting can take place within the next four weeks.
