Docket 50-305 Operating License DPR-43 Kewaunee Nuclear Plant Security Manual Change - Revision 10 In accordance with the provisions of 10 CFR 50.4 (b)(4), enclosed you will fmd the original and three (3) copies of revision 10 to the Kewaunee Nuclear Power Plant (KNPP) Security Manual. The Security Manual is being changed to incorporate the use of the Vehicle Barrier System as required in 10 CFR 73.55 and 10 CFR 73.l(a).
This change is also being made in response to NRC Inspection Report 96-012.
During the vehicle barrier system (VBS) inspection, NRC identified that WPSC failed to amend the security plan to commit to the implementation and use of the VBS.
Although a plan change was not submitted in a timely manner, all procedural and physical aspects of the VBS (summary description, implementation, maintenance and compensatory measures) were in-place and effective by February 29,1996 as required by 10 CFR 73.55.
The inspector noted in the inspection report that the VBS program contained adequate procedures addressing VBS maintenance and compensatory procedures.
Changes to procedures that implement l
any portion of the VBS must receive review from the Plant Operations Review Committee (PORC) and Plant Manager approval prior to implementing the change. This ensures that procedural changes do not lessen the effectiveness of the security plan.

A narrative description of the revision has been included as Attachment 1 to this letter to aid in your review. The effected Security Manual pages have been included as Attachment 2.
All changes have been highlighted with revision bars.
WPSC has determined that these changes do not decrease the safeguards effectiveness of the security plan using the guidance of Generic Letter 95-08, and are therefore submitted in accordance with the provisions of 10 CFR 50.54(p).
