Dear Mr. Hind:

Docket 50-305 Operating License DPR-43 Kewaunee Nuclear Power Plant 1984 Emergency Preparedness Exercise On January 12, 1984, representatives from FEMA, NRC, a variety of utilities, States in FEMA Region V and NRC Region III met to develop an integrated schedule for Emergency Preparedness exercises. As a result of that meeting WPSC agreed with all other parties present and concerned to perform its next exercise on October 23, 1984. This letter is to confirm this date with you.

The 1984 exercise will be a small-scale exercise and the datc of October 23, 1984 is acceptable to all parties with emergency response responsibilities within our EPZ. Attached you will find confirming letters from the State of Wisconsin Division of Emergency Government (DEG), as well as both Kewaunee and Manitowoc County DEG's.

Your prompt reply will be greatly appreciated so that our scheduling efforts can be finalized.

In response to your telephone request, the Wisconsin Division of Dmrgency Governnent concurs with your request to adjust the date of the 1984 Keaaunee Exercise fran November 1,1984 to October 23, 1984. As indicated in my December 1,1983 letter, the state and counties will only be minimally participating.

As you are also aware, this exercise is also now in the Federal Emergency Managenent Agency's (FDIAs) region-wide schedule as a

" utility-only" exercise on the October 23, 1984 date. I assume that this change has also been confirmed with the Nuclear Regulatory Counission (NRC) Region III office.

Dear Dave:

Manitowoc County has no objection to participating in the Wisconsin Public Service Corporation's "Small Scale" Emergency Exercise you have re-scheduled for October 23, 1984.

Since we limit our "small scale exercises" to- the Manitowoc County Dispatch Center, not activating cur Emergency Operations Center, there is no problem with the October date.
