License DPR-35 1 Docket 50-293 NRC APPROVED EXEMPTIONS TO 10CFR50 APPENDIX J DATED SEPTEMBER 27. 1989 Boston Edison is considering a postponement of our Refueling Outage #8 from March to October 1991. While evaluating the impact of such a postponement on l

.the-Exemption to 10CFR50 Appendix J (NRC Letter dated 9/27/89), we discovered two inadvertent errors in our original application (BECo letter 7/7/89).

J.These errors are in the Corrertive Action Plan and involve the dates that ,

testing was performed. The attachments to this letter provide an explanation of the problems discovered. ,

We' do not believe.that these errors affect the technical basis on which the exemptions were granted, because the total number of Local Leak Rate Tests performed during and after Refueling Outage #7 exceeds the requirements of 10CFR50 Appendix J. Also, our Corrective Action Plan remains unchanged. If we decide to postpone the next refueling outage we will~ send a separate-letter notifying you of the impact on the exemption.

3. NRC Approved Exemption dated 9/27/89 Nhile reviewing the approved exemption we identified two incorrect statements which were the result of our application (Reference 1) and our letter notifying you of-the date change of our maintenance outage (Reference 2).

The first statement "Since the failure of the December 1987 ILRT... nearly two complete sets of LLRTs were performed... They were performed in the June and December 1988 timeframes" appears on page 2 of Reference 1 and is paraphrased on page 3 of the Safety Evaluation Report in Reference 3.

This statement is in error. While many Type C Tests were performed twice during this timeframe, overall, we only performed I full set of LLRTs and some additional tests.

He performed approximately 3 full sets of LLRT's during RF0 #7 with 2 _

l' exceptions:. a Type B Test - Drywell Head Access Hatch, and a Type C Test -  !

E Standby Liquid Control Valve 1101-16. Two of these sets were performed prior L to the Integrated Leak Rate Test (ILRT) and one was performed after the ILRT but prior.to st wtup.

L The second statement "BECo plar.s to complete approximately five sets of p LLRTs... during the four-year period from June 1987 to June 1991" appears on l page 3 of Reference 1, in Reference 2 (the word "approximately" was l inadvertently omitted), and in Reference 3 on page 3 of the Exemption (again with the word "approximately" omitted).

o l -- The correct wording should have been "approximately 5 full sets of LLRTs...

! during the five-year period from June 1986 to June 1991". The history of L LLRTs completed since the start of RF0 #7 is provided in Attachment 2 and is L summarized below:

He believe these errors do not affect the basis for the exemption approval since the. intent of these two statements was to demonstrate that we exceeded

the number of LLRTs required-by 10CFR50 Appendix J. He clearly have exceeded

Attachment 2 contains a listing of all successful LLRTs performed from 4/86 to 2/90. This listing is provided for your information to aid in understanding the history of tests discussed above.
