appraisal board convened to evaluate the performance of the facility from August 1,1979 to July 31,1980. Areas addressed to include:

Plant Operations, Refueling' Operations, Radiation Protection, Radwaste Operations, Transportatic.i, Maintenance, Security and Safeguards, Surveillance and Post Refuel Testing, Design Change and Modifications, Emergency Planning, Environmental, Training, Management Controls, Fire. Protection, QA/QC, Comittee Activities / Audits, Reporting, and Procurement.

Results: A summary of the licensee perfomance evaluation was presented.

Areas of concern were discussed with corporate and site management.

No new enforcement actions were identified; however, a number of areas where improvements are necessary were identified.

A brief sumary of the Systematic Appraical of Licensee Performance (SALP) Program was presented to explain the basis and purpose of the evaluation.

The re ;1ts of the NRC Region I appraisal board's evaluation of the licensee's perfonnance were discussed.

Oyster Creek's overall perfomance for the evaluation period, August 1,1979 to July 31, 1980, was considered acceptable although seven areas will require increased inspection effort to detennine the effectiveness of program improvements implemented by the licensee in those areas.

A civil penalty ($21,000) was issued on July 8,1980 based on the results of health physics inspection 80-11 and the total number (22) of health physics items of noncompliance issued since the January 1979 civil penalty.

Confirmatory Order of April 4,1980, to confirm licensee commitments relative to IEB 79-27, " Loss of Nonclass 1-E Instrumentation and Control Power Bus During Operation."

Confirmatory Order of January 2,1980 to confirm licensee commitments to implement all " Category A" lessons learned requirements (excluding 2.1.7.a)
