3.0, Protected Area Physical Barriers, Isolation Zones and Lighting 3.1 Protected Area Barriers

The inspector conducted a physical inspection of the protected area
,
(PA) barriers on February 5,1991.
The inspector determined through observation that barriers were installed and maintained as described in the NRC-approved-Physical Security Plan (the Plan).
No discrepancies were noted.
3.2 Isolation Zones The inspector verified that isolation zones were maintained adequately to permit observation of activities on both sides of the PA barrier, No deficiencies were noted.
3.3 Protected Area and Isolation Zones lighting The inspector conducted a lighting survey of the PA and isolation zones on February 5, 1991, between the hours of 6:00 p.m. and 7:00 p.m., accompanied by representatives of the licensee's security organization.
The inspector verified through observation that lighting was adequate. The inspector noted that a large number of trailers had been brought into the PA to be used for temporary offices during g

the upcoming outage.
The trailers were well illuminated by temporary lighting.
The inspector noted that aggressive maintenance of the temporary lighting would be required to assure adequate lighting levels were maintained under and around the trailers. The licensee agreed to monitor the temporary lighting and assure sufficient maintenance of the lighting to continue to meet the required light levels.
4.0 Protected Area Access Control of Personnel, Packages and Vehicles 4.1 Personnel and Package Access Control The inspector observed personnel and package searches in both protected area access control areas at normal and high activity

4.2 Vehicle-Access Control The inspector observed vehicle searches at both of the vehicle protected ary access points and vehicle control within the PA.
The inspector noted the following:
a.
Vehicles entering the protected area were searched in accordance with the NRC-approved Security Plan (the Plan).
I b.
Vehicles located in the PA were disabled in accordance with the Plan.
I c.
Review of the Licensee Designated Vehicle (LOV) list disclosed that it contained 77 vehicles.
The inspector questioned this large number of LOVs and whether they were necessary for station functions.
The ifcensee agreed to review the LOV list to see if any vehicles could be deleted.
This will be reviewed during a
. subsequent inspection.

5.0 -Testing and Maintenance The inspector confirmed that the licensee was. testing and performing maintenance of security system components and equipment as committed to in the Plan.
This determination was based on a review of test records, and observation of functional-testing-of security equ;pment installed in the access facility.

This matter will be reviewed during a subsequent inspection.
6.0 Security Training and Qualification Program The inspector reviewed the background investigations and training records for 10 of the_25 temporary security officers hired to support the upcoming outage.
All records were found to be complete and 1.n compliance with applicable procedures and the NRC-approved Training and Qualifications Plan.
7.0 Exit Interview The inspector met with licensee management at the conclusion of the inspection on February 7, 1991.
At that time, the purpose and scope of the inspection were reviewed, findings were presented, and commitments made by' licensee personnel during the course of the inspection were confirmed.
