Areas Inspected: Management Support; Security Program Plans; Audits; Protected and Vital Area Physical Barriers; Detection Aids; Assessment Aids; Access Control; Alarm Stations; Communications; Power Supply; Testing and Maintenance; Compensatory Measures; and Security Tr'aining and Qualification.
Results: The licensee was found to be in compliance with NRC requirements in the areas inspected with the following exception:

Follow up on Previously Identified Violations Closed (50-219/88-07-01):
Failure to implement compensatory measures when a vital area hatch was open.
The inspectors reviewed the licensee pro-cedures and practices for controlling access at this specific hatch and determined that adequate controls are now in place to insure compensatory measures are implemented when the hatch is cpenad.
Closed (50-219/87-25-02):
Failure to complete weapons qualifications at least every 12 months. The inspectors reviewed training records and determined that weapons qualifications are now being completed at least

Management Suppor, Security Program Plans and Audits Management Support The inspectors observed that licensee management is involved in the security program and continuos to be supportive of program objectives.
This is evidenecd by the effective communications between the Security Department and other onsite departments concerning work during the current outage that would impact on the security program, the preplanning for additional security personnel to support the outage and

the general overall attitude of plant personnel towards the security program.
Security Program Plans The inspectors reviewed the Stcurity Program Plans and implementing procedures for accuracy and consistency.
The inspectors found one inaccuracy in that the NRC-approved Security Plan (the Plan) did not

reflect the perimeter intrusion detection system (105) currently l

installed. The 105 described in the plan was replaced on July 14, 1988 i

with a new system. Although the NRC was aware of and kept apprised by the licensee of the IDS replacement program, which was carried out over a period of time, the licensee apparently overlooked submitting a report to the Commission containing a description of the change within two months after the change was made, as required by 10 CFR 50.54(p).

as an apparent violation (50-219/88-32-01). No other discrepancies were identified.

response to the findings of the audit. The review indicated that the

audit was conducted by individuals independent of the Security program and j
in accordance with commitments in the Plan, and that the audit results q
were reported to management personnel at least one level higher than those having day-to-day responsibility for plant operations. Deficiencies

discovered during this audit were promptly and appropriately addressed by
the security organization and plant management.

Detection Aids The inspectors verified that the new IDS was installed and maintained in a fashion such that it meets the intent of the NRC's regulatory require-ments. Operation of the system was reviewed by the inspectors and no deficiencies were observed.

Protected and Vital Area Access Control of Personnel, Packages and Vehicles Access Control - Personnel The inspectors determined that the licensee was controlling the access of personnel as committed to in the Plan.
The inspectors made this determination based upon the following: by observing employees and visitors being processed at both the Main and North Access Control points; by reviewing records for employees and visitors granted access to the site; and by inspecting personnel access controls and search equipment in both access control locations.
Access Control - Packages The inspectors determined that the licensee was controlling packages and material brought into the.nrotected area as committed to in the Plan.
The inspectors based this determination upon the following:
observations of packages being processed into the protected area at both the Main and North Access Control Points; observations of packages and material being searched by security officers at protected area vehicle access points; and by interviewing security officers to determine their knowledge of the procedures for searching hand-carried packages and materials.
Access Control - Vehicles The inspectors determined that the licensee was controlling the access of vehicles into the protected area as committed to in the Plan. The inspectors mace this determination based upon the following:
observing vehicles being processed at both the Main and North Vehicle Access Control Points; reviewing records of vehicles authorized acc?ss into the protected area; checking authorizations of vehicles found within the protected area; interviewing security officers controlling vehicle access to determine their knowledge of the procedures relating to vehicle access control; and by reviewing vehicle access control procedures.

Alarm Stations and Conmuni. cations Alarm Stations

The inspectors confirned through direct observation that the central alarm station (CAS) and the secondary alarm station (SAS) were manned and operating in compliance with the Plan.
Both CAS and SAS operators demonstrated adequate skill and knowledge in the performance of their duties.
Communications The inspectors requested and observed testing of the comunications capabilities between the central clarm station (CAS) and required on-and off-site locations.

Power Supply The inspectors reviewed the uninterruptable power supply for security equipment and determined that the system was installed, functioning and tested in accordance with tmmitments in the Plan.
8.
Testing, Maintenance and Compensatory Measures Testing and Maintenance The inspectors determined that the licensee was conducting tests and maintenance of security systems as committed to in the Plan.
The inspectors made this determination based upon the following:
review of test records for security equipment located in the access control points; observations of the conduct of functional tests of security equipment located in the access control points; review of procedures for the functional tests of security equipment; review of maintenance requests for security-related equipment; interviews of personnel in the Instrument and Control (I&C) groups responsible for the maintenance of security-related equipment; and by reviews of records kept by the I&C groups on security-related equipment.
However, during inspector requested tests of personnel search equipment, several pieces of similar equipment were found not to meet test specifications.
The licensee took immediate action to remove the equipment from service and to implement compensatory measures.
The inspectors reviewed documentation of the previous tests of this eouipment and found that the test results indicated that the equipment was function-ing ' properly.
Further investigation by the licensee determinea that the standard used to test this equipment had weakened to the point where it was no longer acceptable.
The licensee obtained a new test standard, retested all pieces of equipment and determined that the equipment had been functional during the period between the tests.
The licensee committed to establish a mechanism to track the strength and age of testing standards to avoid a similar problem in the future.
Cocpensatory Measures The inspectors observed the implementation of compensatory measures utilized in conjunction with the current outage work.
The compensatory

measures were being implemented in conformance with Plan commitments and implementing procedures.

Security Training and Qualification

The inspectors reviewed selected training records and procedures and found them to be in accordance with the NRC-approved Training and Qualification Plan.
The inspectors also interviewed members of the security organization and found them to possess adequate knowledge to perform their assigned duties and responsibilitie *

10.
Physical Protection of Safeguards Information The inspectors determined that the licensee was protecting Safeguards Information as committed to in the Plan and as required by NRC regulations (10 CFR 73.21).
The inspectors made this determination based upon the following:
review of procedures concerning protection of Safeguards Information; interviewing personnel responsible for protecting Safeguards Information issued to them; and by inspection of Safeg.'ards

11. Exit Interview The inspectors met with the licensee representatives identified in paragraph 1 at the conclusion of the inspection on October 21, 1987. At that time, the purpose and scope of the inspection were reviewed and the findings were presented.
