ENCLOSURE NOTICE OF VIOLATION l GPU Nuclear Corporation Docket No. 50-219 i Oyster Creek Nuclear Generating Station License No. DPR-16 l

During an NRC inspection conducted from July 19,1992 through August 25,1992, a violation _l of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions," the violation is listed below.

10 CFR 50.9(a) requires that information required by statute or by the Commission's regulations shall be complete and accurate in all material respects. Technical Specification 6.8.1 states, in part, that written procedures shall be implemented covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978. Regulatory Guide 1.33, Revision 2, February 1978, Appendix A, identifies safety-related activities that should be covered by written procedures. Item 1.h. under Administrative Procedures identifies log entries as an  ;

activity that should be covered by procedures.

Contrary to the above, the licensee determined that records required to be maintained by Commission regulations or license conditions were not complete and accurate 'in all material respects. Specifically, during the period of December 1,1991 through ,

February 29, 1992, records for five non-licensed equipment operators (EO) were  :

identified as being incomplete or inaccurate. These deficiencies include entry into the _

upper cable spreading room for an inspection for unusual conditions and one instance of readings taken on the 24 vde system. Based on security records, entry was not made into these areas to perform the required actions. These errors were material in that they

  • cvidenced that checks had been made when they had not.
