SUMMARY

OF APRIL 13, 2022, PUBLIC MEETING WITH VIRGINIA ELECTRIC AND POWER COMPANY REGARDING ITS PROPOSED LICENSE AMENDMENT REQUEST TO CHANGE THE AUXILIARY FEEDWATER SYSTEM ALLOWED OUTAGE TIME FOR SURRY POWER STATION, UNITS 1 AND 2 (EPID L-2022-LRM-0028)

Dear Mr. Stoddard:

On April 13, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Virginia Electric and Power Company (the licensee) via a webinar. The purpose of the meeting was for the licensee to discuss its plans to submit a proposed license amendment request (LAR) to change Technical Specification 3.6.1.2 to allow the auxiliary feedwater system allowed outage time for the Surry Power Station, Units 1 and 2, to be extended from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 10 days.

The meeting notice and agenda, dated March 29, 2022, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22088A117.

The NRC staff questioned the licensee regarding the following points during its discussions with the licensee:

1. The licensees risk assessment results and licensees assertion that six Findings and Observations (F&Os) of the Probability Risk Assessment (PRA) model have no impact on this LAR. The licensee stated that each of these F&Os will be listed in the LAR and the basis for why each has no impact will be provided.
2. The licensees proposed Technical Specification (TS) text change and the use of the word maintenance needs to be fully defined, documented and bounded to identify the actions and conditions which constitute maintenance for the proposed extension of the allowed outage time.
3. Any relevant PRA information already on the NRC docket should be referenced.
4. Fully describe the use, staging and water sources for the Flex pumps including hook-up locations and limits on fire events actions/support.
6. All compensatory measures.
7. Possible need for an audit to consider analysis and PRA results.

8. Confirmation of procedures and actions to verify the operational status of the opposite unit during the 10-day allowed outage time.
9. If the submittal will be risk-informed, the submittal should address Regulatory Guide (RG) 1.177, Plant-Specific, Risk-Informed Decisionmaking Technical Specifications, Revision (Rev.) 2 and RG 1.174, An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis, Rev. 3 or justify alternatives.

No regulatory decisions were made as a result of the meeting. Members of the public were in attendance. Public meeting feedback forms were not received.
