SURRY POWER STATION, UNITS 1 AND 2 -

SUMMARY

OF THE SUBSEQUENT LICENSE RENEWAL SEVERE ACCIDENT MITIGATION ALTERNATIVES AUDIT (EPID NO. L-2018-RNW-0024)

Dear Mr. Stoddard:

A review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) participated in a severe accident mitigation alternatives (SAMA) audit on March 25, 2019, at NRC headquarters in Rockville, MD via teleconference, as part of the Surry Power Station, Units 1 and 2, (Surry) subsequent license renewal application environmental review. The goal of the audit was to review documentation and gather information to ensure that the environmental requirements for subsequent license renewal, as codified in Title 10 of the Code of Federal Regulations Part 51, were met. A letter dated March 4, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19044A659) was sent to you containing an audit plan.

Prior to the audit, a teleconference was held on March 20, 2019, to introduce participants and discuss audit logistics. The enclosure to this letter provides a list of representatives from the NRC and Dominion Energy who participated in the March 25, 2019 audit. During the audit, participants discussed topics relevant to the SAMA analysis with a focus on the following topics:

(1) additional documentation needed to complete the review related to SAMA new and significant information consistent with Nuclear Energy Institute (NEI) guidance, NEI 17-04, Model SLR New and Significant Assessment Approach for SAMA, Revision 0, which the applicant indicated it had followed, (2) site-specific new information related to NEI 17-04 guidance, and (3) specific details in the SAMA new and significant information analysis related to external events, design changes, power uprates, peak fuel burnup, Phase 1 cost screening, and estimated population increase.

At the conclusion of the audit, the NRC staff summarized the status of the review with Dominion representatives during the exit teleconference call on April 15, 2019. All of the NRCs questions identified in the audit plan or during the audit were satisfactorily addressed through the conduct of the audit. The staff did not identify any need for request for additional information (RAI).

While the NRC staff did not identify any significant issues during this audit, the staff indicated that the review was ongoing and that any additional information necessary to support the review would be formally requested via the RAI process. In addition, Dominion energy agreed that the electronical reading room portal will be open for the SAMA review until the staff completes the
