SUMMARY

OF FEBRUARY 7, 2018, PRE-APPLICATION MEETING WITH DOMINION ENERGY REGARDING THE SURRY POWER STATION, UNITS 1 AND 2, SUBSEQUENT LICENSE RENEWAL APPLICATION On February 7, 2018, the U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public meeting at NRC headquarters with Dominion Energy. This was a pre-application meeting to discuss the environmental report that Dominion Energy plans to submit as part of its future subsequent license renewal application for Surry Power Station, Units 1 and 2. The meeting notice and presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML18022A141 and ML18032A584, respectively. A list of meeting attendees is enclosed.

During the meeting, Dominion Energy presented background information on the site location, the surrounding area, and the plant, including modification since initial license renewal. This was followed by a discussion of the following topics pertaining to the scope and key features of the Surry Power Station, Units 1 and 2, subsequent license renewal environmental report:

  • Permits/Authorization/Studies and Consultations
  • Surry, Units 1 and 2, Licensing History
  • Incorporation by Reference (NRC GEIS findings for Cat 1 issues and assessment of Cat 2 issues)
  • Surry, Units 1 and 2, Site Description
  • Groundwater Monitoring Program
  • Protected Species and Consultations

  • Reasonable Alternatives to the Proposed Action including Small and Modular Reactors The NRC staff made the following suggestions during the meeting:
  • Continued interactions with the Virginia Department of Environmental Quality regarding its Coastal Zone Management Consistency review, such as providing any updated information regarding permits and approvals by DGIF, will assist the staffs review of land use. The staff is aware that the results of its ESA consultation may inform the consistency review.
  • The NRC Tribal Policy Statement was issued by the Commission in August 2017. In accordance with this Tribal Policy Statement, NRC staff will conduct outreach and engage in timely consultation with potentially affected Federally recognized Tribes as well as encourage appropriate State-recognized Tribes, to participate in the license renewal process. Information provided by the applicant regarding these Tribes would facilitate NRCs environmental review.
  • Dominion Energy should ensure documentation of continued 401 certification from the State if not explicitly provided as part of the NPDES/Section 402 permit renewal in 2015.
  • Dominion Energy describes any inadvertent releases of radionuclides into groundwater, including the known extent of contamination, and a projection of the impact on groundwater resources over the period of license renewal.
  • Dominion Energy should be aware of recent changes relating to SAMA, including the interim endorsement of NEI 17-04, Industry Guideline for Implementing the Requirements of 10 CFR Part 54 for Subsequent License Renewal, the Indian Point Commission Order CLI 16-10, and the update to NUREG BR-0058, Regulatory Analysis Guidelines of the US Nuclear Regulatory Commission.
  • Regarding the transportation of high burnup fuel, the staff noted that when fuel burnup rates may exceed 62,000 MWd/MTU during the period of extended operation, further analysis of transportation impacts is warranted in the license renewal application. Staff suggested that Dominion Energy review the analyses contained in NUREG-1437, Supplement 57, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 57, Regarding LaSalle County Station, Units 1 and 2, Final Report pertaining to the transportation impacts of high burnup fuel.

E. Oesterle After Dominion Energys presentation and discussions, the NRC staff asked for comments or questions from the public. There were no public comments or questions. The NRC made no regulatory decisions or commitments during the meeting. Dominion Energy Slide 4, Plant Aerial, was presented at the meeting and is not available to the public.
