SUMMARY

OF MARCH 2, 2022, PUBLIC MEETING WITH VIRGINIA ELECTRIC AND POWER COMPANY REGARDING A FUTURE LICENSE AMENDMENT REQUEST TO RELOCATE THE TECHNICAL SUPPORT CENTER TO THE LOCAL EMERGENCY OPERATIONS FACILITY FOR SURRY POWER STATION, UNITS 1 AND 2 (EPID L-2022-LRM-0014)

Dear Mr. Stoddard:

On March 2, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Virginia Electric and Power Company (the licensee) via a webinar. The purpose of the meeting was for the licensee to discuss its plans to submit a future license amendment that will propose to relocate the Technical Support Center (TSC) to the Local Emergency Operations Facility for the Surry Power Station, Units 1 and 2.

The meeting notice and agenda, dated February 11, 2022, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22042B304.

The licensees slide presentation associated with the meeting is available at ADAMS Accession No. ML22055B113.

The NRC staff discussed with the licensee, (1) whether the new location would allow for effective communications/turnover with the control room staff, and (2) what response time challenges or advantages may exist for the new location?

The licensee stated that these considerations would be addressed and accounted for in the upcoming license amendment.

The NRC staff also inquired if the licensee would support a site audit and facility walkdown of the proposed change to inform the NRC staff during its technical review. The licensee stated that such a request would be fully supported and agreed to work with the NRC licensing project manager to create an audit plan as part of the proposed review and schedule.

No regulatory decisions were made as a result of the teleconference. Members of the public were in attendance. Public Meeting Feedback forms were not received.
