50-280/281 72-2/55 License Nos.: DPR-32/37 SNM-2501 AND ASSOCIATED INDEPENDENT SPENT FUEL STORAGE INSTALLATION REVISION TO EMERGENCY PLAN REPORT OF CHANGE Pursuant to 10 CFR 50.54(q)(5) and 10 CFR 72.44{f), a summary of the change analysis for Revision 73 to the Surry Power Station {SPS) Emergency Plan is provided in the attachment. The Plan was effective on April 2, 2024. The revision incorporates an editorial correction, as well as changes that required and received prior NRC approval, and does not implement actions that reduce the effectiveness of the SPS Emergency Plan. The Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

Serial No.: 24-168 Docket Nos.: 50-280/281; 72-2/55 SPS EPlan Rev. 73 Attachment Surry Power Station Emergency Plan, Revision 73 10 CFR 50.54(g) Summary Surry Emergency Plan (SEP), Revision 73, incorporated the changes described below. A description of why each change was not a reduction in the effectiveness of the emergency plan and the regulatory basis for each non-editorial change are provided.
Surry Power Station (SPS) Emergency Plan Revision 73 incorporated the changes described below.
- 1. There was one editorial change associated with SEP, Revision 73. When the SEP was updated in February 2023 to Revision 72, page 8.1 of the SEP was inadvertently not updated. This has been corrected with the update of the page 8.1 revision number in Revision 73.
- 2. The proposed changes listed below (a - e) are fully bounded by the NRC Safety Evaluation Report for the approved SPS Units 1 and 2 TSC Relocation License Amendments 315/315. (

- a. Section 1.0, Technical Support Center, Page 1.5: Replaced "Unit 1 Control Room" with "the Training Building."

- e. Appendix 10.7, Page 10.7.2: Emergency Kit contents were updated to reflect quantities in the HP Area, Control Room, OSC and TSC.
