OF APRIL 17, 2018, PRE-APPLICATION MEETING WITH DOMINION ENERGY REGARDING THE SURRY POWER STATION, UNITS 1 AND 2, SUBSEQUENT LICENSE RENEWAL APPLICATION On April 17, 2017, the U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public meeting at the NRC headquarters with Dominion Energy. This was a pre-application meeting to discuss the subsequent license renewal application (SLRA) for Surry Power Station, Units 1 and 2, which Dominion plans to submit by the end of the first quarter of calendar year 2019. The focus of this meeting was on the safety review of the application. A previous public pre-application meeting was held on February 7, 2018, to discuss the environmental report that will be submitted as part of its future SLRA for Surry Power Station, Units 1 and 2. The meeting notice and presentation slides presented by Dominion Energy are available in the Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML18102B233 and ML18102A569, respectively. A list of meeting attendees is enclosed.

Prior to the meeting, the NRC provided Dominion Energy with a list of potential discussion topics based on lessons learned from previous applications for the initial license renewal and areas for subsequent license renewal (SLR) that may require the development of plant-specific programs. This list of discussion topics is available in ADAMS Accession No. ML18121A034.

Dominion Energy added topics to the meeting discussion as noted in their presentation:

SLR Guidance Documents: The Surry SLRA is based on NUREG-2192, Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants (SRP-SLR), Rev. 0; NEI 17-01, Industry Guidance for Implementing the Requirements of 10 CFR Part 54 for Subsequent License Renewal, Revision 0; and NRC Regulatory Guide 1.188, Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses, Rev. 1.

The Integrated Plant Assessment (IPA) (10 CFR §54.21 (a)) was performed to current standards Aging Management Reviews were performed with high degree of consistency with NUREG-2191, Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report, Rev. 0.

Aging Management Programs were developed to maximize consistency with NUREG-2191 An overview of the Time-Limited Aging Analyses (TLAA)

The following discussions occurred during the meeting:

Dominion Energy established current status for application work as still in draft.

Dominion Energy has been incorporating insights gleaned from the NRC staffs Requests for Additional Information (RAIs) from previous applications.

Under 10 CFR §54.21 (a)(2), Dominion Energy is to identify all buildings that house safety-related equipment, and include any passive, long-lived components with the ability to leak or spray oil, steam, or water within those buildings in scope. (The structure that used to house the security diesel is no longer in scope.)

Dominion Energy is apprised on recent SLR research efforts by EPRI and other entities; it plans to incorporate relevant research results into its Surry SLRA. NRC management and staff cautioned Dominion Energy that reliance on methodologies that have not been previously approved by the NRC could complicate the review. To assist with planning, the NRC requested that Dominion Energy provide, prior to submittal of the SLRA, a summary of unapproved industry topical reports or methodologies that will be credited in the SLRA.

Prior to the submittal of its Surry SLRA, Dominion Energy is amenable to further engage the NRC staff to discuss how its SLRA has been informed by recent research efforts.

Dominion Energy stated that polymeric high voltage insulators are not used at the Surry Power Station. In addition, Dominion Energy does not perform external thermal imaging of its metal enclosed bus because the joints inside the enclosures cannot readily be imaged from outside the enclosures.

Dominion Energy stated that even though their operating experiences indicated that Surry had not observed alkali-silica reactions in their concrete structures, they intended to develop guidance to identify pattern cracking and other defects into the structures monitoring inspection procedures for the SLRA.

NRC staff indicated that inspections under ASME Section XI, Subsection IWL for reinforced and pre-stressed concrete containments should be conducted with clear guidance. Dominion Energy acknowledged this statement.

With respect to the topic of Reactor Vessel Integrity, the NRC staff suggested that Dominion Energy consider the discussion in Regulatory Information Summary 2014-11 Information on Licensing Applications for Fracture toughness Requirements for Ferritic Reactor Coolant Pressure Boundary Components to ensure that the necessary information is provided in the application, and that the reactor vessel Pressure-Temperature limits values for the facility conform with the guidelines in RIS 2014-11.

Dominion Energy staff replied that they were aware of this RIS and associated RAIs that had been raised by NRC during previous license renewal reviews.

NRC staff stated that any information on the electronic portal which is relied upon to draw conclusions in its Safety Evaluation Report needs to be placed on the docket by the applicant. Dominion Energy acknowledged this statement.

The Dominion Energy staff stated that the applicant has an augmented Inservice Inspection (ISI) program in addition to the ISI program in accordance with the provisions of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code Section XI. The applicant intended to use both programs to inspect its piping systems.
