OF THE SEPTEMBER 9, 2019, PRE-LICENSING PUBLIC MEETING WITH DOMINION ENERGY TO DISCUSS PROPOSED LICENSE AMENDMENTS FOR SURRY NUCLEAR STATION, UNITS 1 AND 2, TO ADOPT 10 CFR 50.69, RISK-INFORMED CATEGORIZATION AND TREATMENT OF STRUCTURES, SYSTEMS AND COMPONENTS FOR NUCLEAR POWER REACTORS On September 9, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Dominion Energy Services, Inc.

(Dominion Energy), over a teleconference at the NRC Headquarters in Rockville, Maryland.

The purpose of the meeting was to discuss Dominion Energys proposed amendment request (LAR) for the Surry Power Station, Units 1 and 2 (Surry), to adopt Title 10 of the Code of Federal Regulations (10 CFR) Part 50.69, Risk-Informed Categorization and Treatment of Structures, Systems and Components of Nuclear Power Reactors. The meeting notice and agenda, dated April September 9, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19252A334. The licensee discussed the technical adequacy of its current probabilistic risk assessment (PRA) models used to analyze internal events, such as internal flooding; and the deviations from the Nuclear Energy Institute (NEI) report, NEI 00-04, 10 CFR 50.69 SSC [structures, systems and components] Categorization Guideline, that provides detailed guidance on the categorization of SSCs for licensees that choose to adopt 10 CFR 50.69. The licensee provided its justification for deviating from NEIs guidance for risk-informing fire, passive components and seismic risks of safety-significant SSCs. During the meeting, the NRC staff provided its preliminary feedback to the licensee regarding Slide 3, which discusses the technical adequacy of its PRA models. The staff asked the licensee whether (1) a full scope peer review was performed, and (2) a discussion for taking credit for flex will be discuss in detail in the LAR. The licensee indicated that it intends to describe in detail each of the element standard of the full scope peer review and the flex credit, including the impact it might have on the model in the LAR. The licensee plans to submit its LAR to the NRC in October 2019.
