U.S. Nuclear Regulatory Commission Public Meeting Summary December 9, 2021

Title:

Public Meeting to Discuss the Indian Point Nuclear Generating Unit Nos. 1, 2, and 3 (IPEC) Post-Shutdown Decommissioning Activities Report (EPID L-2021-LRO-0031)

The purpose of the meeting was to discuss and answer questions on the IPEC Post-Shutdown Decommissioning Activities Report (PSDAR), including the Decommissioning Cost Estimate, submitted by Holtec Decommissioning International, Inc. (HDI), on December 19, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19354A698). A notice of receipt; availability; the purpose of the public meeting; and request for comments was published in the Federal Register on June 24, 2021 (86 FR 33383).

General Details:

The IPEC PSDAR request for comment and meeting notice was published in the Federal Register on July 15, 2021 (86 FR 37346). On July 6, 2021 (ADAMS Accession No. ML21194A413), the meeting notice was posted on the U.S. Nuclear Regulatory Commission (NRC) public web page. A press release was issued on July 19, 2021 (ADAMS Accession No. ML21210A194). In addition, the NRC placed advertisements in The Journal News and the Examiner News. The meeting was transcribed.

Summary of Presentations:

The NRC staff opened the meeting with a presentation on the reactor decommissioning program and review process for the PSDAR, a summary of HDI IPEC PSDAR, the license termination NRCs license transfer review process, an overview of the inspection program for decommissioning reactors, the license termination process, and details for providing public comment on the PSDAR.

Following the presentations, the meeting was dedicated to answering questions on the decommissioning process and the NRC staff review process, as well as receiving comments from members of the public.

Over 60 members of the public attended in-person with approximately 27 speakers from the audience providing statements or questions. A bridge line was also used, and had 109 participants. There were technical difficulties with the bridge line connection at the start of the meeting, and after 30 minutes of unsuccessful troubleshooting, the phone line was terminated.

The meeting presentation slides and agenda were made available in ADAMS prior to the meeting at Accession No. ML21214A140 and ML21207A029, respectively.

Public Participation Topic Themes:

During the public question and comment session of the meeting, the NRC staff received several comments and questions in the following general areas:

o Decommissioning process o Onsite spent nuclear fuel storage o Site clean-up and remediation o Decommissioning funding assurance o Long-term nuclear waste storage policy o Security of dry cask storage canisters o Dry cask storage canister design and thickness o Shipment/transport of spent nuclear fuel o Safety and security of the Algonquin Incremental Market gas pipeline o Groundwater contamination o Temporary storage of dry storage casks o Long-term environmental monitoring o Site restoration and re-use of the land The in-person public meeting was scheduled from 6:00 p.m. to 9:00 p.m. and concluded at 9:15 p.m. Due to the technical issues precluding remote participants to connect to the July 29, 2021, public meeting, the NRC also held a follow-on virtual webinar on August 18, 2021, to receive public comments on the IPEC PSDAR. The presentation slides were made available in ADAMS prior to the webinar at Accession No. ML21217A199.

Action Items/Next Steps:

NRC staff will consider the comments provided during this meeting as part of its review of the PSDAR, as appropriate.
