SUBJECT:

EMERGENCY RESFCNSE CAPABILITY - REGULATORY CUICE 1.97 Generic Letter U2-33, issued December 17, 1982, clarified several requirements for euergency response capabilities. One iten in that letter involved the iuple-acntation of Regulatory Guice (R.G.) 1.97, Revision ". In response to GL E2-33, you submitted a letter dated April 14,1983 (ShRC- CF ) . EG&G Idaho, Inc., under contract to the hRC Staff, has completed its evalu tion of your response (see the enclosure to this letter). The Staff and EG&G have ccncluded that you have provided a satisfactory explicit cornitment regarding conformance to R.G.1.97, with the exception of certain itens identified in SNRC-863. We have further concluced that your justification for exceptions to R.G.1.97 for some items is acceptable. However, there are scme items for which we could not conclude that adequate justification has been provided.

We therefore request that you review the enclosed report and provide clarifi-cation, ccrxents, or additional justification to respond to the concerns therein, within 60 days of ycur receipt of this letter. If you have ar.3 questions, please contact Mr. Ralph Caruso at (301)492-8392.
