This letter is in. response to the requests contaired in your letter of l July 24, 1980. Enclosed are the documents referenced in footnotes 12, ,

13 and 14 of the attachment to the letter dated June 6, 1980 from i Mr. Dennis M. Crutchfield to Mr. David Hoffman of Consumers Power  !

Company. The document referenced in footnote 12 includes the risk I analysis conducted by the Airforce concerning the crash of a B52 bomber into the Big Rock point containment. Also enclosed for your information  !

discuss the changed military low-level training routes located in the '

vicinity of the Big Rock Point plant.

I am unaware at this time of any general staff policy regarding whether or not accidents with a probability lower than 10-6 need to be a part of.the design basis of a nuclear power plant. In the case of the parti-cular accident in question here--the crash of a B52 bomber into the Big Rock Point facility--the staff followed the acceptance criteria contained in Section 2.2.3 of the Standard Review Plan. As indicated in the above-mentioned attachment to Mr. Crutchfield's letter, those acceptance criteria were met in this case. A' copy of this section of '

the Standard Review Plan is enclosed for your information. For other information in this general area I would also refer you to Florida Power and Light Company (St. Lucie Nuclear Power Plant, Unit No. 2), ALAB-603 (July 30, 1980), and the staff's testimony of record in that proceeding.
