Docket Nos. 50-206, 50-361 and 50-362 San Onofre Nuclear Generating Station Units 1, 2 and 3 10 CFR 50.54(p) Changes Safeguards Contingency Plan, Revision 4A By letter dated April 10, 1987, Revision 4 to the "Safeguards Contingency Plan, San Onofre Nuclear Generating Station, Units 1, 2 and 3" (Plan) was forwarded to the U. S. Nuclear Regulatory Commission (NRC) for review pursuant to 10 CFR 50.54(p).

This letter responds to Revision 4 textual changes discussed telephonically between Mr. A. McQueen (NRC-V), and Mr. R. Beatty (SCE), on December 1 and 4, 1987. Accordingly, enclosed are four (4) copies of Revision 4A textual Plan page changes for review pursuant to 10 CFR 50.54(p). Two (2) copies have also been forwarded by this letter to the Regional Administrator, NRC Region V.

I The changes described in the enclosure and its attachments do not decrease the safeguards effectiveness of this Plan.

The enclosure and its attachments contain no "Safeguards Information." The attachments have been declassified for NRC review purposes.

A. Attached page viii to this Plan provides the current U. S. Nuclear Regulatory Commission (NRC) review status for each of its revisions which have been submitted to the NRC (Revisions 0 through 4A).

B. Reference 1 discussed 10 CFR 50.54(p) NRC reviewer comments presented in Revision 4 to the Plan. The NRC considers the term "regulations" inappropriate as it applies to the following statement presented in Se,ction 3.4.5 of Revision 4 to the Plan:, ,

s "Watchmen perform similar duties a, those described in the preceding section for additional security officers, excluding duties where NRC regulations require the posting of a security officer."

NRC would consider the term "r; .idance," or the statement "guidance contained in NUREG 1045," as appropriate language to describe the proper NRC regulatory bare for differentiating between watchman and security officer duties.

After reconsidering the need, it has been determined that the above quoted statement should be deleted from the Plan, inasmuch as watchman duties have been documented in the SONGS 1, 2 and 3 Physical Security Plan and its implementing procedures. The proposal to delete this statement from Revision 4 to the Plan was discussed in Reference 2.

C. The att;chment consists of 4 textual pages. The deletion to textual page 3-9B han been identified with a vertical line (revision bar) in the right-hand ma gin and a n' umber "4A" to correspond with this Plan revision number. Revision 4 revision bars and numbers (less pages vi, vii and viii-) 'tave also been reinserted. Pages vi and vii have been updated to reflect Revision 4A changes to page 3-98.

3.4.6 Security Vehicles The SONGS security organization utilizes a number of vehicles for security purposes. Two of these vehicles are equipped as described in Section 3.4.5.5 above.
